About this file
This is a Questions and Answers document from a federal solicitation at Columbus Air Force Base. The document addresses six inquiries from potential offerors regarding evaluation criteria, site visits, wage determinations, incumbent information, scheduling, and facility requirements.
The Government has clarified that evaluation will use a lowest price technically acceptable approach, with pricing as the primary factor and technical acceptability as a secondary evaluation criterion based on proposal synopsis demonstrating complete understanding of requirements. No pre-bid site visit to Columbus AFB is available. The Service Contract Act applies to all labor categories, requiring offerors to include a compliant wage schedule reflecting WDOL 2015-5157 Rev. 29 in their quotes. The preferred incumbent is identified as David Knight Construction. Regarding project scheduling, the Government directs offerors to sections 1.2 and 2.5 of the Statement of Need for removal timing information. For the trailer unit requirement, the Government specifies that the unit must be self-sufficient with hold tanks for water and sewer/black water and an on-board generator for electricity, as water and power will not be provided at the site.
