About this opportunity
The Library of Congress is seeking a contractor to provide audio visual and interactive experience services for the Founding Phrases exhibit, which will explore the legacy of the Declaration of Independence in honor of the semi-quincentennial commemoration. The solicitation (030ADV25Q0095) requires developing six interactive media stations for a multi-user exhibit table in the Library's new 3,700-square-foot Treasures Gallery. Key contract requirements include comprehensive exhibition interactive media design services, covering pre-production, production, and post-production of AV presentations, along with rights clearances and associated documentation. The Library will evaluate proposals based on technical approach, management staffing approach, corporate experience, past performance, and price, with non-price factors being significantly more important than pricing. Proposals are due by April 7, 2025 at 12 PM EST, and the solicitation requires key personnel including a Principal/Creative Director with 5 years of experience and a technical team with specific roles such as Interactive Developer and Interaction Designer.
The contract is an unrestricted solicitation to be awarded as a firm-fixed-price contract based on best value. The period of performance is from June 3, 2025 to February 27, 2026, with key deliverables scheduled between August 2025 and February 2026. The place of performance is Washington, DC 20540, and all contractor travel to the Library of Congress will be non-reimbursable. The Library will provide some government-furnished property, including floorplans, design documents, and potentially a media player and touchscreen display for development purposes. While no specific budget range was disclosed, the pricing schedule includes detailed labor category breakdowns and rates for each project phase. The interactive experiences will utilize Brightsign XD1035 media players connected to ELO touchscreens, with programming possible using HTML5 and JavaScript. Contractors will be expected to develop motion graphics and 2D animations using archival materials provided by the Library.
