About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks an SDVOSB contractor to provide grounds maintenance and improvement services at Fort Stevens National Cemetery in Hammond, Oregon, with quotations due May 21, 2026 at 4:30 PM local time. The procurement is 100% set aside for service-disabled veteran-owned small businesses under NAICS 561730 (Landscaping Services), with a $9.5 million size standard.

The contract is an IDIQ spanning July 1, 2026 through June 30, 2031 (base year through June 30, 2027, plus four one-year option periods). The guaranteed minimum is $10,000; the maximum aggregate value is $1,400,000 inclusive of all ordering periods. The Government does not guarantee orders beyond the minimum.

Place of performance is Hammond and Warrenton, Oregon. The contractor must provide all labor, personnel, materials, equipment, and supervision for interment and disinterment services (estimated 15 traditional casket burials, 30 in-ground cremains inurnments, 1 disinterment, 1 casket repositioning, 45 interment assistance events), headstone services (50 new settings, 25 raise/lower/realign operations, 15 fine-tuning alignments), gravesite maintenance, turf and grass maintenance, irrigation management, trash removal, pavement cleaning, ice prevention and snow removal (3 events annually), structure cleaning, and ceremonies assistance (2 major events annually). A mandatory site visit is scheduled for May 13, 2026 at 11:00 AM PST; vendors must notify the Contracting Officer by May 11 of intent to attend.

The Site Manager must hold minimum two years' experience as a direct supervisor of commercial landscape maintenance operations and accreditation from the Landscape Contractors Association or equivalent. The contractor must employ a Site Manager available 24/7 and on-site during normal hours (8:00 AM to 4:30 PM Monday–Friday). Work must not interfere with interment services, which take precedence. All contractor personnel must comply with a mandatory Dignity Clause requiring reverence and care with headstones and markers; contractors bear full responsibility for replacing damaged headstones or turf resulting from their work.

The contract incorporates Service Contract Act prevailing wage requirements (Clatsop County, Oregon Wage Determination 2015-5577, Revision 29) and Davis-Bacon Act wage requirements (Clatsop County General Decision OR20260092). Quotations are evaluated using a tiered socioeconomic approach prioritizing SDVOSB, followed by VOSB, HUBZone/8(a)/EDWOSB/WOSB small businesses, and other small businesses. Technical proposals must pass evaluation on a Pass/Fail basis; past performance and price are equal evaluation factors. Past performance requires minimum three references from contracts performed within three years, with preference for cemetery operations and burial support experience.

Questions are due May 17, 2026 by 4:00 PM PST. Vendors must be actively registered in SAM.gov at submission and award and must acknowledge all amendments through the closing date. A mandatory briefing amendment issued May 20, 2026 modified the original solicitation; vendors must review all amendments.
