About this file

This is an RFQ Addendum providing submission instructions and evaluation criteria for Fort Stevens National Cemetery grounds maintenance services in Hammond, Oregon. Offerors must submit proposals in three volumes: Volume I (Price Proposal with completed CLIN price schedule and cost summaries), Volume II (Technical Proposal addressing six subfactors), and Volume III (Past Performance references). The technical proposal must be site-specific and demonstrate how services will be performed without restating the Performance Work Statement, covering turfgrass management, work planning and staffing, safety protocols, quality control procedures, grounds management with draft treatment schedules, and site-specific approaches for sandy soil conditions including step-by-step operational sequences for representative activities such as interments or headstone setting.

Evaluation uses a tiered socioeconomic approach prioritizing Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, followed by VOSB, HUBZone/8(a)/EDWOSB/WOSB small businesses, and other small businesses. Technical requirements are evaluated on a Pass/Fail basis requiring site-specific, detailed responses addressing all subfactors without generic content or conflicts with the PWS. Past performance must include minimum three references from contracts performed within three years, with preference given to work involving cemetery operations, burial support, headstone services, and high-visibility/dignity-sensitive environments; offerors lacking three references must acknowledge this and explain available experience. Award will be made on best value using comparative analysis where Past Performance and Price are equal evaluation factors, with technical acceptability as the prerequisite threshold for consideration.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS

PROPOSAL INSTRUCTIONS

A. General Instructions

To ensure timely and equitable evaluation of quotations, offerors shall follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.

Failure to comply with these instructions may result in the quotation being determined unacceptable and ineligible for award.

Offerors shall clearly identify any exceptions to the solicitation and provide supporting rationale. The Government may reject any quotation containing exceptions.

Submission of a quotation alone does not demonstrate compliance with the Performance Work Statement (PWS). Offerors must clearly describe how PWS requirements stated in Volume II – Technical Proposal will be performed.

B. Price Competition

The Government anticipates adequate price competition. Price will be evaluated for reasonableness. The Government reserves the right to request additional information if necessary to determine price fair and reasonable.

C. Tiered Evaluation

The Government will evaluate quotations using a tiered comparative analysis approach. Quotations will first be considered within the highest priority socioeconomic tier identified in this solicitation. Within that tier, the Government will evaluate technical acceptability, past performance, and price in accordance with the stated evaluation criteria and will make a comparative assessment to determine whether award can be made at that level. If award cannot be made within that tier, the Government may proceed to the next tier and repeat the process. This approach preserves the tiered evaluation structure while allowing the Government to compare quotations within the applicable tier to determine the quotation that represents the best value. If the Government is unable to make an award after evaluating all applicable tiers, the Government reserves the right to cancel the solicitation, amend the solicitation, or resolicit as action determined to be in the best interest of the Government.

This requirement will be evaluated using a tiered approach in accordance with VAAR 815.101-370

1. SDVOSB concerns

1. VOSB concerns

1. Small Business concerns (HUBZone, 8(a), EDWOSB, and WOSB)

1. Other Small Business concerns that are not otherwise included in the above categories

PROPOSAL SUBMISSION REQUIREMENTS

The organization of proposal volumes is for administrative convenience only and does not indicate the relative importance of any evaluation factor.

Volume I – Price Proposal

· Completed CLIN price schedule

· Include the following summaries: CLIN, annual and estimated grand total

Volume II – Technical Proposal

The technical proposal shall be specific to Fort Stevens National Cemetery. Generic, boilerplate, or non-site-specific proposals may be evaluated as Unacceptable.

The technical proposal shall not conflict with the PWS.

The Government does not expect offerors to restate or rewrite the Performance Work Statement (PWS).

Offerors shall provide a clear, concise description of how the work will be performed, focusing on execution, methodology, and site-specific considerations.

Note the Work Plan required in subfactor 2 addresses how the contractor will perform and manage daily operations, while the Grounds Management Plan required in subfactor 5 address how the contractor will maintain turf and landscape conditions over time through treatments and long term care strategies.

The response shall:

· Describe overall turf maintenance strategy (mowing, fertilization, weed control)

· Explain how turf quality and uniform appearance will be maintained

· Identify key treatments or cycles (no need for full calendar-level detail) Offerors are not required to provide a full agronomic schedule, but must demonstrate a clear and workable approach to maintaining healthy, uniform turf conditions. For the purpose of this evaluation, “healthy turf” is defined as turf that is predominately green, dense, and uniform in appearance, free of widespread discoloration, bare areas, weeds, disease, or pest damage, and maintained at the required height of cut.

Technical Subfactor 2 – Work Plan, Staffing Plan, Subcontractors, Equipment, Schedule Provide a focused description of how the work will be performed, not a restatement of the PWS.

The response shall include:

· Approach to performing core services (burial support, grounds maintenance, cleanup)

· Staffing structure and roles (including Site Manager)

· Equipment types and how they support performance outcomes required my PWS

· Identify total estimated percentage of work to be subcontracted and describe how subcontractors will be integrated into contract performance

The response must clearly describe how the offeror will plan, coordinate, and execute the work, including the sequence of operations, staffing roles, equipment usage, and scheduling approach. The response must provide sufficient detail to allow the Government to evaluate the feasibility and effectiveness of the proposed approach.

Technical Subfactor 3 – Safety Plan Provide a site-specific safety approach.

The response shall:

· Identify key safety risks associated with cemetery grounds maintenance services

· Describe how safety will be enforced during daily operations

· Identify Safety Officer and responsibilities The response should demonstrate an understanding of operational safety, not general corporate safety statements.

Technical Subfactor 4 – Quality Control Plan Provide a detailed and implementable quality control approach that demonstrates how contract requirements will be monitored and maintained.

The response shall:

· Describe inspection process and frequency for turf maintenance and headstone services

· Explain how deficiencies will be identified and corrected

· Identify the CQC Manager and responsibilities

The response must demonstrate a repeatable process for maintaining consistent quality, not general statements of intent.

Technical Subfactor 5 – Grounds Management Plan (GMP) The offeror shall include a draft schedule of applications and treatments (e.g., fertilization, herbicides, pesticides) as part of the GMP sufficient to demonstrate the proposed approach to maintaining turf and landscaping conditions in support of contract requirements, including turf and grass maintenance, gravesite maintenance, irrigation system performance.

The response must clearly describe the frequency, general timing, and methodology of treatments to demonstrate the offeror’s understanding of maintaining turf and landscape conditions in accordance with contract requirements.

The draft schedule is for evaluation purposes and shall reflect the offeror’s methodology and understanding of the turf and grass maintenance, gravesite maintenance, irrigation system performance requirements.

The final schedule will be refined in coordination with the Government after award and incorporated into the approved GMP. The final schedule shall not materially deviate from the proposed approach without Government approval.

Technical Subfactor 6 – Site-Specific Requirement – Sandy Soil Conditions

Offerors shall describe specific methods, equipment, and procedures for performing work in sandy soil conditions, including burial operations and turf maintenance.

The response must include a step-by-step sequence of operations for one representative activity (e.g., interment, headstone setting, or related task), identifying the order of work, personnel roles, and equipment used.

Failure to address site conditions may result in a rating of Unacceptable.

Volume III – Past Performance

Offerors shall provide a minimum of three (3) past performance references for contracts similar in scope performed within the last three (3) years from date of this solicitation. If the offeror does not have three (3) relevant contracts, the offeror shall clearly acknowledge this in their submission and provide an explanation of available experience in performing cemetery grounds maintenance services.

This submission requirement ensures the Government can accurately assess the depth, breadth, and consistency of the offeror’s performance history and prevents assumptions regarding missing or omitted past performance information.

Provide past performance including:

· Contract number, value, and period of performance

· Scope and relevance

· Offeror’s role

· Point of contact

· Do not submit marketing materials.

Offerors shall submit a completed Past Performance Questionnaire (PPQ) for each past performance reference provided. The PPQ shall be completed by the customer/end user familiar with the contractor’s performance. PPQs not received by the closing date may not be considered in the evaluation.

ADDENDUM to FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

EVALUATION FACTORS

1. Technical Requirements (Pass/Fail)

A proposal will be rated Acceptable if it provides a clear and organized approach demonstrating the ability to successfully perform grounds maintenance services at the cemetery. A proposal will be rated Pass only if it:

· Addresses all subfactors

· Is site-specific

· Does not conflict with the PWS

· Demonstrates a clear and detailed approach for performing services in each subfactor

A proposal may be rated Fail if it:

· Is generic or boilerplate

· Lacks sufficient detail

· Omits required elements

· Contradicts the PWS

· Provides vague or generalized responses

· Fails to address core operational requirements

2. Past Performance

Past performance will be evaluated based on recency, relevance, and quality. Only past performance references for contracts performed within the last three (3) years from date of this solicitation will be considered.

The Government may consider - through CPARS, customer feedback, and documented issues - patterns of late performance, quality deficiencies, safety issues, failure to meet contract requirements, or ineffective corrective actions as indicators of increased performance risk.

Relevancy will be assessed based on how closely the prior effort matches the Fort Stevens National Cemetery requirement in scope, complexity, operational environment, and performance standards. Because this cemetery is very small in developed acreage, acreage alone will not control the relevance assessment. Greater weight will be given to contracts demonstrating similar burial support operations, headstone services, gravesite restoration, precision grounds maintenance in constrained spaces, reporting requirements, and performance in high-visibility or dignity-sensitive environments.

Rating
Definition
Very Relevant
Past performance effort involved essentially the same scope and complexity as this requirement. Effort included multiple core services such as interment or disinterment support, headstone setting or alignment, gravesite restoration, turf and grass maintenance, irrigation-related work, debris removal, and other recurring cemetery or memorial grounds services. Work required performance in a high-visibility, dignity-sensitive environment with strict appearance standards, frequent Government coordination, and precise execution in small or constrained developed areas.
Relevant
Past performance effort involved many of the core services required by this solicitation but did not include the full range of cemetery operations or did not involve the same degree of precision, coordination, or performance sensitivity. Effort may have involved institutional, memorial, park, campus, or similar grounds where appearance, scheduling, and recurring service requirements were important.
Somewhat Relevant
Past performance effort involved limited portions of the required scope, such as routine mowing, edging, debris removal, or general landscape maintenance, but did not demonstrate comparable burial support, headstone work, gravesite restoration, reporting discipline, or high-visibility performance requirements.
Not Relevant
Past performance effort did not involve similar scope, complexity, operational requirements, or performance standards. Examples include efforts limited to unrelated services or routine landscaping without comparable precision work, cemetery-related activities, or dignity-sensitive performance environments.

While relevance and recency determine how applicable past performance is to this requirement, performance quality is the primary driver of the Government’s confidence assessment. Confidence rating reflect the Government’s judgment of the likelihood that the offeror will successfully perform the Fort Stevens National Cemetery requirement, considering relevancy, recency, and performance quality, with performance quality as the primary driver.

For example, an offerors may have recent and very relevant past performance, but if that record reflects poor performance quality, the Government may assign a low confidence rating.

Rating
Definition
High Confidence
The offerors recent past performance record includes highly relevant or relevant efforts demonstrating consistently strong quality, reliable schedule performance, effective management, responsiveness, and successful execution of services comparable to this requirement, including precision work, recurring grounds maintenance, and performance in sensitive or high-visibility environments.

The Government has a high expectation the offeror can successfully perform this requirement.

Some Confidence
The offerors past performance record demonstrates generally successful performance on efforts of moderate or mixed relevance, or on highly relevant efforts with only minor issues that were effectively corrected. The Government has a reasonable expectation the offeror can successfully perform this requirement.
Low Confidence
The offerors past performance record includes performance concerns, quality problems, schedule issues, safety issues, weak corrective actions, or inconsistent results that reduce the Governments expectation of successful performance, even where the underlying work is relevant to this requirement.
Neutral Confidence
The offeror does not have a sufficient record of recent and relevant past performance upon which to base a meaningful confidence assessment.

3. Price

Price will be reviewed for reasonableness and cost-effectiveness. Lower prices will be viewed more favorably, assuming all other evaluation factors are met.

BASIS FOR AWARD

Award will be made using a best value comparative analysis approach.

To be eligible for award, a proposal must first receive a Pass rating under the Technical Requirements factor. Proposals rated Fail will not be considered further.

Among technically acceptable proposals, the Government will evaluate Past Performance and Price, which are equal in importance:

Offerors demonstrating more relevant and higher-quality past performance will be viewed more favorably Lower-priced proposals will be viewed more favorably

The Government will perform a comparative assessment of proposals to determine which offer represents the best overall value.

Where one proposal is superior in past performance and another is superior in price, the Government will determine which difference represents the greater value based on the totality of the evaluation.

The Government is not required to award to the lowest-priced offeror and may select a higher-priced proposal if it is determined to provide better overall value.

After consideration of all evaluation factors, the Government will make award to the responsible offeror whose proposal represents the best overall value to the Government.
