About this file
This document is administrative guidance for offerors responding to solicitation 36C78626Q50165 for grounds maintenance services at Fort Stevens National Cemetery in Hammond, Oregon. The requirement is a non-personal services contract under the Department of Veterans Affairs National Cemetery Administration in which the contractor must provide all personnel, materials, equipment, and services necessary to perform grounds maintenance and improvement work. The Government intends to evaluate quotations using a tiered socioeconomic approach, first considering quotes within the highest priority tier before proceeding to subsequent tiers if necessary.
Key submission and administrative requirements include: a mandatory site visit scheduled for May 13, 2026 at 10:00 AM PST at the Administration Building; vendor questions must be submitted by email to the Contracting Officer by May 17, 2026 at 4:00 PM PST with answers provided via SAM.gov amendment; late quotes will not be accepted and vendors are solely responsible for timely submission; vendors must be actively registered in SAM.gov at submission and award or their quotes will be rejected as non-responsive; vendors must monitor SAM.gov for all amendments through the closing date and acknowledge compliance or risk non-responsive status; and complete, accurate, and detailed responses addressing all solicitation requirements are mandatory, as the Government will evaluate only submitted information and will not make assumptions about vendor capabilities or past performance. The Government reserves the right to conduct discussions despite its intent to make award without discussions if determined to be in its best interest.
