About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks tree pruning and removal services at Fort Sam Houston National Cemetery in San Antonio, Texas, with quotes due September 13, 2026 at 5:00 PM. This is a 100 percent small business set-aside using a cascading evaluation approach: Group 1 prioritizes Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under VAAR 819.7006, Group 2 evaluates Veteran-Owned Small Businesses (VOSB) under VAAR 819.7007, and Group 3 considers other small businesses if adequate SDVOSB or VOSB competition is not received.
Place of performance is Fort Sam Houston National Cemetery, 1520 Harry Wurzbach Road, San Antonio, Texas 78209. The work spans three line items: routine pruning of 19 medium trees (height 25–40 feet, DBH 12–24 inches); routine pruning of 60 large trees (height exceeding 40 feet, DBH exceeding 24 inches); and complete removal of 3 large trees including stump grinding, topsoil fill, and debris disposal. The performance period runs September 21 through November 30, 2026 (maximum 60 calendar days). All work must comply with ANSI A300 standards and be performed under supervision of a Certified Arborist holding International Society of Arboriculture certification with minimum three years' experience in commercial tree maintenance. The contractor furnishes all labor, equipment, materials, permits, insurance, and off-site debris disposal.
The NAICS code is 561730 (Landscaping Services); PSC code is S208 (Housekeeping—Landscaping/Groundskeeping); small business size standard is $9.5 million. A mandatory site visit occurs September 3, 2026 at 10:30 AM at Little Rock National Cemetery. Vendor questions are due September 4, 2026 to david.hester@va.gov, with answers posted by amendment September 9, 2026 on SAM.gov. Only vendors actively registered in SAM.gov at quote submission and award will be considered; SDVOSB vendors must hold SBA certification by the bid deadline. Evaluation criteria are technical approach and understanding of work (including arborist certification and supervisory qualifications), past performance on minimum three comparable projects within five years, and price evaluated for lowest price technically acceptable (LPTA).
