About this file

This is a Source Selection Plan and Evaluation Factors document for a tree maintenance contract at Fort Sam Houston National Cemetery administered by the NCA Contracting Office under FAR Part 13 procedures.

The Government will award the contract to the responsible offeror offering the lowest price with a reasonable quoted price and technically acceptable proposal. Award is contingent upon meeting all technical acceptability evaluation factors. The evaluation comprises three factors: (1) Technical Approach and Understanding of the Work, which assesses the contractor's experience, approach, and ability to perform tree maintenance tasks as described in the Statement of Work, requires International Society of Arboriculture Arborist Certification, and mandates a resume demonstrating a minimum of three years' experience as a direct supervisor of commercial tree maintenance operations including removal, trimming, and stump removal at commercial, industrial, or public sites; (2) Past Performance, evaluated based on technical qualifications on comparable projects within the last five years using the Contracting Officer's previous experience knowledge, contractor-provided descriptions of a minimum of three recent similar projects, the Contractor Performance Assessment Reporting System (CPARS), or other reasonable bases; and (3) Price, evaluated for lowest price technically acceptable (LPTA) status and completeness/accuracy in the provided CLIN structure.
