About this opportunity
The Mission and Installation Contracting Command (MICC) at Fort Knox is soliciting quotes for the delivery of diesel fuel to multiple locations throughout Fort Knox, Kentucky. The solicitation requires an estimated 128,538 gallons of Ultra Low Sulfur Diesel fuel (ASTM D975 compliant) to be delivered over a one-year contract period from August 1, 2025, to July 31, 2026. Contractors must provide 24-hour delivery response time for standard requests and 4-hour response time for emergency requests, with typical deliveries exceeding 200 gallons per location. The fuel will supply 50 diesel generators ranging from 15 to 1500 kilowatts, manufactured by companies including Kohler, Cummins, Caterpillar, and Generac, as well as additional equipment such as graders, dozers, excavators, and tractors. The contract will be awarded to the lowest-priced, responsive quote from a responsible offeror under a firm fixed-price arrangement. The solicitation deadline has been extended through amendments to July 24, 2025, at 11:00 AM Eastern Time, with quotes required to be submitted electronically through SAM.gov.
This procurement is designated as a Women-Owned Small Business (WOSB) set-aside opportunity under NAICS code 324110 (Petroleum Refineries). The previous supply contract was held under SPE600-15-C-5007, indicating an existing service relationship that this solicitation aims to replace. While specific award values are not disclosed in the solicitation documents, the estimated annual fuel requirement of 128,538 gallons represents a substantial ongoing operational need for the military installation. The contract performance will occur exclusively at Fort Knox, Kentucky, with deliveries made to generator locations across the installation and range areas as detailed in the technical exhibits and generator location maps. Contractors must maintain 7-day, 365-day availability and comply with stringent safety, environmental, and security regulations governing fuel delivery operations on the military installation.
