About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood has published a Special Notice announcing its intent to award a sole source contract to 3D Systems Inc. for 3D printer maintenance services at Fort Jackson, South Carolina. The contract, valued at $39,140.00, covers maintenance and repair services for two 3D printers including the OBS, ProX 500 Printer, and MQC Combo systems on the US Army SLA ProX 950 System. The procurement authority is based on FAR Subpart 13.106-1(b)(1)(i), which permits sole source contracting when only one source is reasonably available. The contracting activity has determined that 3D Systems Inc. is the original equipment manufacturer and exclusive authorized service provider for these specialized printer systems. The notice was posted on June 27, 2025, with responses due by July 4, 2025.
The primary objective of this Special Notice is to inform the contracting community of the government's intent to proceed with a non-competitive procurement rather than solicit competitive proposals. Market research was conducted from June 12-23, 2025, through a sources sought notice on SAM.gov to identify potential small business sources, but no responses were received demonstrating capability to meet the requirements. The two-year contract will include one base year and one option year, providing preventative maintenance visits, on-site labor support, after-hours service, spare parts replacement, technical support, software updates, and next-day parts shipping. Interested parties may express their interest by emailing the contracting officer at jonathan.f.chatman.civ@army.mil, though no formal solicitation will be issued. The government reserves complete discretion in determining whether to compete this procurement, and the sole source justification documentation has been attached to support the decision.
Notice text
NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR Subpart 13.106-1(b)(1)(i). The MICC-Fort Jackson, South Carolina intends to award a Sole Source Contract to 3D Systems Inc., UEI QXEBMAKXX2X8, 333 Three D Systems Cir, Rock Hill, South Carolina 29730-7811. This contract is for 3D Printer Repair and Maintenance Service for a base year and one option year. The authority for soliciting a single source under simplified acquisition procedures is FAR Subpart 13.106-1(b)(1)(i) which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source. As part of market research, a source sought notice was posted on https://sam.gov from 12 June 2025 through 23 June 2025 to determine the availability, and capability of interested small business sources. No responses were received, and no potential sources provided any supporting documents to show capability to meet this requirement. 3D Systems Inc. is the only manufacturer and provider of these services, and holds the exclusive rights to the licensing, implementation, upgrade, repair, modification, and software and material support. It is not available for general distribution or resale to third parties. In accordance with FAR Subpart 5.102, the required justification documentation is attached. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit their interest in response to this office via email to jonathan.f.chatman.civ@army.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
