About this opportunity

The Mission and Installation Contracting Command at Fort Bragg is soliciting for Perimeter Fence Maintenance and Repair Services under NAICS code 561730 (Landscaping Services). The services encompass comprehensive maintenance, repair, inspection, and vegetation management for approximately 80 miles of perimeter fencing across multiple Fort Bragg installations, including Pope Army Airfield, Camp Mackall, Simmons Army Airfield, and various ammunition supply points. The contractor must provide all labor, equipment, tools, transportation, and materials necessary to maintain security fencing, clear vegetation from a four-foot zone on both sides of the fence extending vertically ten feet, perform monthly inspections, conduct erosion control, apply chemicals for vegetation management, and respond to Priority 1 emergency repairs within two hours on a 24/7 basis. The Government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) method based on two technical evaluation subfactors—Phase-in Approach and Staffing Approach—combined with price consideration. Questions must be submitted by April 16, 2026 at 10:00 AM EDT, and all proposal submissions are due by April 30, 2026 at 1:00 PM EDT.

This solicitation is designated as a 100 percent HUBZone small business set-aside with a $9.5 million size standard under NAICS 561730. The incumbent contractor is Four Tribes Enterprises, LLC, operating under Contract W91247-21-C-0032. The contract structure includes a firm fixed price arrangement for labor with monthly pricing requirements across five contract periods, plus a cost-reimbursement line item for Other Direct Costs capped at $48,460.14 annually for supplies and materials. The period of performance begins May 18, 2026 with an 18-day phase-in period, followed by a 12-month base year (June 1, 2026 through May 17, 2027) and four optional one-year periods extending through May 17, 2031, generating a total potential contract value of $242,300.70 based on the ODC components alone. All work will be performed at Fort Bragg (Fort Liberty), North Carolina 28310 in coordination with the Department of Public Works, with normal operating hours from 7:00 AM to 5:00 PM EST Monday through Friday.
