About this file
This is a technical exhibit document containing photographic evidence and operational assessment of perimeter fence conditions at Fort Bragg, NC, Simmons Army Airfield, and Camp McKall. The document supplements the Fort Bragg Perimeter Fence Maintenance and Repair Services solicitation (PANMCC-26-P-0000-039181), a 100% HUBZone set-aside requirement being procured by the Department of the Army Materiel Command Mission and Installation Contracting Command - Fort Bragg (MICC-FB). The file was added as Technical Exhibit 10 via Amendment 0001 dated April 24, 2026.
The document identifies specific fence maintenance and repair challenges across six designated sectors: Manchester to Pope Avenue (seasonal water and swamp terrain requiring seasonal assessment); Pope Avenue to Young Lake (damaged fence sections requiring potential dam or culvert installation); South Post (aggressive bamboo growth and water exposure near Highway 295); Young Lake to Butner (targeted vegetation control for bamboo along fence line); African Lion to Chicken (collapsing bridge crossing and civilian encroachment with private structures against fence line); Linden Oaks (access road washout with civilian property encroachment); and Mackall/RTL (2.02 miles of initial clearing with restricted access requiring pre-scheduled work). The submission includes 24 photographic images documenting field conditions across these sectors.

Text version
Manchester to Pope Ave.
Identified Challenge: Seasonal water/swamp terrain.
Operational Impact / Notes: Current photos do not reflect typical water levels due to the ongoing drought; this area is usually submerged.
Pope Ave to Young Lake Identified Challenge: Lake outflow has damaged two fence sections.
Operational Impact / Notes: Permanent repair will likely require a separate project to install a dam or culvert.
South Post Identified Challenge: Fast-growing bamboo leaning onto the fence; water exposure near Hwy 295.
Operational Impact / Notes: Bamboo growth is aggressive and requires active mitigation to prevent fence damage.
Young Lake to Butner Identified Challenge: Bamboo growing directly along the fence line.
Operational Impact / Notes: Requires targeted vegetation control.
African Lion to Chicken Identified Challenge: Fence crosses a collapsing bridge; Civilian encroachment.
Operational Impact / Notes: Private property owners have built fences, sheds, and coops against our fence line, prohibiting continuous mowing and trimming.
Linden Oaks Identified Challenge: Access road washed out in two locations; Civilian encroachment.
Operational Impact / Notes: DPW is currently repairing the roads. Personal property is resting against the fence line.
Mackall/RTL Identified Challenge: 2.02 miles of fence requiring initial clearing.
Operational Impact / Notes: This sector was not on the previous contract. Access is restricted; all work here must be pre-scheduled.
