About this opportunity
The Bureau of Land Management Oregon-Washington seeks integrated forest and juniper woodland stewardship services across BLM-managed lands in Oregon through a 10-year multiple-award IDIQ contract, with proposals due May 20, 2026. The procurement is set aside exclusively for Women-Owned Small Businesses (WOSB) or Economically Disadvantaged Women-Owned Small Businesses (EDWOSB).
Place of performance is across all eight BLM districts in Oregon. The contract runs from August 31, 2026, through August 30, 2036, with a maximum contract value of $40 million and a minimum guarantee of $2,500 per contract. The NAICS code is 113310, Logging; PSC is F099, Natural Resources/Conservation—Other.
The Statement of Work encompasses ground-based and cable/tethered logging, mechanical brushing and thinning, mechanical cut and pile, grinding/chipping, blow-down removal, individual tree removal and retention, snag creation, and road maintenance across three geographic regions (South, North, East). The contractor must supply all personnel, labor, supervision, equipment, materials, and transportation. Crew supervisors may manage no more than nine crew members. Equipment specifications include boom loaders, yarding tractors, skidders, feller-processors, and cable systems. Operators must hold Oregon State Department of Forestry permits for power-driven machinery. The contractor must establish designated skid trails (12 feet or less in width, spaced 150 feet apart), limit stump heights to six inches, protect reserve trees and riparian areas, and prepare traffic control plans.
The pricing sheet contains 27 line items measured in acres, individual trees, tons, miles, or cubic yards, with unit prices held constant across all ten years. Offerors need not bid all line items or geographic areas, though comprehensive coverage is evaluated more favorably. Service Contract Act prevailing wage rates apply, ranging from $12.91 to $35.61 per hour depending on occupational classification, plus $5.55 per hour health and welfare benefits.
Amendment 0003, effective May 6, 2026, clarifies that new businesses may present relevant experience of key personnel from prior employers and may receive neutral past performance ratings if they have no prior prime contracts. Contractors may lower prices for individual task orders but cannot exceed initial maximum pricing.
