Additional Questions with responses received for Solicitation # 140L4326R0009 Forestry Stewardship IDIQ

1. QUESTION: In the evaluation factors there are many questions/requirements that are hard to answer for 27 different projects. For example; “a comprehensive schedule outlining project milestones and critical path” or “logical sequence of activities with noted interdependence and expected daily product rates.” The answers would be different for each job or project. Can you give me an example of the information you are looking for?

RESPONSE: It is not necessary to provide a “a comprehensive schedule outlining project milestones and critical path” or “logical sequence of activities with noted interdependence and expected daily product rates” for 27 different projects.

This evaluation factor is asking you to describe how this work might be completed so that you can showcase your understanding and technical capacity to be successful. You could describe your technical capabilities for a project that incorporates the bid items; maybe you describe how you would complete a logging project that includes road work, brushing, tree falling, snag creation, and more. This is your opportunity to describe and showcase that you have the technical capability, resources, and expertise to be successful.

2. QUESTION: Detailed identification of equipment – We have over 100 pieces of equipment so should we attach a list of all of our equipment with VIN, year, make and model? If not, what qualifies as “identification?”

RESPONSE: Equipment identification may be presented in a summary format, such as listing 4 pickup trucks, 2 skidders, 1 loader, and 1 feller buncher. Providing VIN, year, make, and model is not mandatory; however, if including details such as year/make/model enhances your ability to demonstrate the scope or capability of your equipment, you are welcome to do so.

3. QUESTION: Detailed identification of labor – Is there specific identifications you are looking for or is this a general question that can be answered with the number of employees we have, the training our operators have, years of experience, etc.?

RESPONSE: This can be answered generally with number of employees and listed qualifications and experience.

4. QUESTION: For solicitation 140l4326R0009 in section L it talks about having 3 years of job experience, is this for the government, or can it be private party jobs that we do?

RESPONSE: It can be either.

5. QUESTION: Based on our review of the 118-page document, it appears we should complete sections 12, 17, 23, 24, and 30 on pages 1 and 2. Could you please provide clarification on the following items?

Section 12 (Discount Terms): Could you clarify what is required for this section?

RESPONSE: Block 12 – Discount Terms is the section where the offeror or vendor specifies any prompt‑payment discounts offered to the Government. These discounts are optional and apply only if the Government pays within the stated discount period.

Common examples include terms such as “1% 10, Net 30,” which means the Government may take a 1% discount if payment is made within 10 days, otherwise the full amount is due in 30 days; “2% 15, Net 30”; or simply “Net 30,” which indicates no discount is offered. If the vendor does not wish to offer a discount, they typically enter “None,” or, depending on the solicitation instructions, may leave the block blank.

Section 23: Is this where we should enter our proposed price for the specified items? \

RESPONSE: The excel spreadsheet titled “B08_Pricing_Sheet” that is listed as an attachment to this solicitation will be capturing your proposal for these boxes. You will fill out this spreadsheet and include it in your submission. Unit price refers to your bid price for a single unit (such as 1 Acre, 1 Mile, 1 Ton, etc.) of the specified bid item. This price sets the highest amount you can offer for that bid item in future task orders; while you may lower your bid for future task orders, you cannot go above this initial price.

Therefore, it's recommended to set this initial bid as if you're pricing the most challenging acre or project you can imagine. Once you review the details of subsequent projects and areas, you'll have the opportunity to decrease your bid for those task orders.

Additionally, do we need to provide a price for each year of the 10-year period?

RESPONSE: Yes. If you prefer, you can simply show a percentage increase over your Year 1 pricing.

Section 24: Could you clarify what is meant by "amount"?

RESPONSE: Quantity (Sec. 21) and Amount (Sec. 24) are not required for this initial offering, these values will be determined by future task orders. Please enter only the single unit price for each bid item in the provided Excel spreadsheet.

6. QUESTION: After reading Section L - Instructions, conditions and notices to offers or respondents, I am left with questions on history. Being a new business we don’t have “experience” in doing jobs as the contractor. I am curious if the current logging operations my husband preforms under another business is considered experience and if so the rest are questions that cannot be answered. Also, his experience as a timber faller for logging companies. He was cutting under someone else who held those contracts and are unable to answer those questions as well. We have excellent references from BLM members as well as the contractor holders for timber falling. Is that how we should answer the questions in L.2.1.2 and L.2.1.3?

RESPONSE: If you are a new business responding to Section L.2.1.2 (Relevant Experience) and L.2.1.3 (Past Performance) of the RFP, be transparent about your company’s status while highlighting your team’s strengths. Clearly state that your business is newly established and does not have completed contracts as a prime contractor. However, you can describe the relevant experience of your key personnel, even if that experience was gained while working for other companies. Present this as “Key Personnel Experience,” providing details about the projects, your husband’s role, and how this experience prepares your company for the contract.

For past performance, use strong references from BLM staff and contractor holders who can speak to your work quality, even if the contracts were not held by your business.

Where you cannot provide specific contract details, explain why and focus on the substance of your experience. The solicitation allows for a “neutral” rating if you have no past performance as a business, so you will not be penalized for being new. This approach demonstrates honesty and capability, helping you present a competitive proposal.

7. QUESTION: Are you able to decline task orders if you are unavailable at time?

RESPONSE: Contractors are expected to respond to potential task orders, but they are not required to propose on all task orders. The expectation is that contractors will respond to opportunities that align with their capabilities and business strategy.
