Questions with responses received for Solicitation # 140L4326R0009 Forestry Stewardship IDIQ

1. QUESTION: Incumbent contract? Or is this considered a new requirement?

RESPONSE: There is no incumbent as this is a new requirement.

2. QUESTION: We noticed the NAICS Number is Logging 113310. May a NAICS 115310 Forestry company provide proposals for this solicitation? We have the capabilities to complete all line items under this solicitation, however, we are not registered as 113310 at this moment.

RESPONSE: NAICS Code 113310 is applicable to this requirement. The Small Business size standard is 500 Employees. While the primary NAICS code is 113310, other NAICS codes applicable to task orders to be issued under the MATOC are as follows: 113110 and 115310.

3. QUESTION: We read that "multiple awards" may be given. Do you have an exact number at this time?

RESPONSE: We do not know how many multiple awards will be issued from this solicitation at this time.

4. QUESTION: Are companies required to bid on all line items?

RESPONSE: You are not required to submit proposals on all line items. If an offeror cannot cover all areas, the Government may still consider the offeror for award. The Government will evaluate an offer that can cover all areas more favorably.

It is in the contractor’s best interest to submit pricing for as many items as possible in the initial RFP. If an offeror chooses not to propose on certain items in the initial RFP, and a later task order request includes any of those un-priced items, the contractor will be ineligible to submit a proposal for that task order.

5. QUESTION: Is the pricing going to be based off of Max pricing or is it fixed pricing meaning we have to go with the price submitted?

RESPONSE: Maximum service unit prices will be established for each year of the IDIQ contract. IDIQ holders may offer lower prices than the maximum service unit prices for individual task orders but cannot offer higher prices than the established maximums for service.

For maximum unit prices, offerors are advised to assume the highest level of difficulty i.e. densest brush, worst roads, furthest location, most difficult trees to delimb and process, longest haul, longest skid, lowest volume per acre, most mobilizations, etc.

6. QUESTION: Does your project allow for this mechanism as well or would be signing up for work state-wide?

RESPONSE: You are not required to submit proposals on all line items or all areas. If an offeror cannot cover all items or areas, the Government may still consider the offeror for award.

7. QUESTION: Are you able to decline task orders if you are unavailable at time?

RESPONSE: Please see FAR clause 52.216-9

8. QUESTION: What information would you need included in the final bid package?

RESPONSE: Please review "SECTION L – INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS OR RESPONDENTS" and provide your response in accordance with those instructions.

9. QUESTION: Is mobilization going to be negotiated for each task order?

RESPONSE: Mobilization costs would be encompassed within the offeror’s proposal at the task order level.

Maximum service unit prices will be established for each year of the IDIQ contract.

IDIQ holders may offer lower prices than the maximum service unit prices for individual task orders but cannot offer higher prices than the established maximums for service.

10. QUESTION: Can you decline a task order if you are unavailable at the time?

RESPONSE: Please see FAR clause 52.216-9

11. QUESTION: If separate awards are made to multiple contractors, how many awards may there be, this important for calculating equipment and crew utilization.

RESPONSE: We do not know how many multiple awards will be issued from this solicitation at this time. Contractors that are awarded to this IDIQ will then have the opportunity to propose on subsequent task orders. These task orders will be project specific and will include project specific details, maps, service items, product volumes, and additional descriptions.

12. QUESTION: The $2,500 minimum guarantee per contract seems low if it is to cover the cost of mobilization and onsite work effort, example would be if a 10cy slide is in the eastern portion of the state and contractor is based in the western portion of the state?

RESPONSE: The minimum order guarantee is the lowest dollar value the government promises to purchase from a contractor. The minimum order guarantee is the only legally binding commitment, while the contract ceiling represents the largest possible value of orders under the contract, but there is no obligation to reach it.

13. QUESTION: Is there an estimated task orders per year that will be issued per the 3 districts?

RESPONSE: This IDIQ covers all 8 BLM Districts across Oregon. Each District will generate task orders annually according to their requirements; however, there is currently no projected yearly total available.

14. QUESTION: Is the $40 million ceiling for the 10-year life of contract, is so should contractor figure an estimated budget of $4 million per year?

RESPONSE: The $40M ceiling refers to the maximum total value that can be obligated and spent under the IDIQ contract during its ordering period. This ceiling is established in the contract award and represents the upper limit on the aggregate dollar value of all task orders placed against the contract. Contract expenditures and task orders will vary from year to year and are dependent on agency budgets and workload.

15. QUESTION: Calculating the listed unit quantities in year one against industry standard rates for like work the $40 million would be near depleted in year 1, is the estimated annual work accurate?

RESPONSE: The estimated annual work is only an estimate and could vary considerably from year to year. Individual task orders will come from Districts and be put out for solicitation. If there is product value associated with the task order, that product value will reduce the cost of the service work, which thus reduces the impact on the award ceiling.

16. QUESTION: Can material be disposed of using a carbonizer versus a mechanical grinder?

RESPONSE: If a carbonizer is capable of utilization and offsite removal of >99% of the material, it would be acceptable.

“Woody debris removal will consist of utilization and offsite removal of >99% of the material. When complete, landings will be free of woody debris. Use of a tub grinder or similar machine capable of >99% utilization/removal will be required. All Schedule B items designated in the task order shall be hauled and removed offsite for utilization.” (Solicitation, Page 15, 6.6.2)

17. QUESTION: In the logging portions of the project should contractor figure value of timber to help offset the cost of logging, if does the BLM have an estimated quantity of merchantable timber per section per year?

RESPONSE: Yes. Each task order available for proposing will include project details, maps, service items, product volumes, and additional descriptions. When proposers submit their proposals, they must provide both a service work price and a product value price; their final proposal is calculated as the difference between these two amounts.

In other words, the cost of the service work proposal items will be reduced by the product value, the result will be the amount that is paid to the offerer. $10 (total of service work) - $2 (product value) = $8 (what is paid to the offerer).

In this initial solicitation, it is not necessary to obtain product quantities, estimates, or prices. Each task order will specify those details. Not all task orders will have products associated with them.

18. QUESTION: For the RFP, what I have gathered from reading over the SOL is that the RFP is asking contractors to create their own document stating their Technical Capabilities, Relevant Experience, and Past Performance related to Items 1- 22. If this is the incorrect understanding and there is a standard document that you all would like applicants to use, please let me know where I can find it.

RESPONSE: Please review "SECTION L – INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS OR RESPONDENTS" and provide your response in accordance with those instructions. There is no standard document provided for all respondents for this solicitation. There are 27 price items.

19. QUESTION: Reviewing the Pricing Sheet and the Area Map, it all seems very general, so I want to ensure I have the correct understanding of how this all works.

Contractors submit a general RFP stating the aforementioned abilities and past work history, and then the BLM will potentially award the contractor for specific jobs that encompass a variety of the "Items" in any of the regions as they see fit?

RESPONSE: That is correct. Individual BLM Districts will issue task orders under this IDIQ contract. Each task order will be tailored to a specific project and will contain detailed descriptions of the scope of work, price items, and product value requirements. Typically, these task orders will pertain to a limited geographic area within a District. Contractors listed on the IDIQ will have the option to submit prices for these task orders, provided they have initially submitted pricing on the relevant bid items included in this initial RFP. If a contractor decides to propose on all of the listed price items in all of the geographic areas, then they will have the opportunity to propose on all future task orders, if selected for award on this IDIQ.

20. QUESTION: Am I filling out the Schedule A items for the region I am interested in working in for each of the 10 years and submitting that as an attachment with the Solicitation signature page?

RESPONSE: That is correct. Please review "SECTION L – INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS OR RESPONDENTS" and provide your response in accordance with those instructions.

21. QUESTION: Am I mailing my bid to the Portland address on the Solicitation or can I scan and email you the bid and corresponding attachments?

RESPONSE: The proposals shall be electronically submitted via email to Kevin J.

Cochran at kevin_cochran@ios.doi.gov.

22. QUESTION: What exactly are you looking for me to input, as I wouldn’t be able to give an estimate unless I know where the job will be. The boundaries incorporate vast areas of the state. We are able to commute the entire state and have all the equipment to do all of the listed items.

Each task order issued for proposal will contain project-specific details, maps, service items, product volumes, and supplementary descriptions. These task orders are area-specific and originate from a BLM District. Contractors may submit pricing below the maximum established service unit prices for individual task orders but are not permitted to exceed those maximums. If a contractor initially proposed a higher price in the original IDIQ RFP and subsequently determines that an individual task order is less complex than anticipated, they are allowed to offer a reduced price for that task order.

23. QUESTION: Also are we supposed to estimate pricing 10 years from now?

RESPONSE: Yes, that is correct.

24. QUESTION: Can we submit a proposal and price for one item but not the rest? We are interested in any mechanical cut and pile and possibly mechanical piling.

RESPONSE: Yes. Offerors do not have to propose on all items or all areas.

25. QUESTION: Will those activities be used for accumulating stewardship credits or will they be separate contracts? For example: 100 acres of cut and pile awarded in a single task order.

RESPONSE: Stewardship credits will be specific to each individual task order and will not accumulate across task orders.

26. QUESTION: Is each awardee required to bid on each task order that is submitted to them?

RESPONSE: No, that is not a requirement.

27. QUESTION: Will this stewardship IDIQ be used for most or all of the BLM contracting in the state for the next 10 years?

RESPONSE: This IDIQ will be one of many contracting opportunities used to accomplish work across the state.

28. QUESTION: I’m working on getting this solicitation done! It’s very vague, I do not understand how I’m supposed to bid the Items on this, per acre, per mile….etc????

Only items I’m interested in or all?

RESPONSE: The solicitation is being extended. You do not have to propose on all items or all areas. The unit bid price is on 1 acre (AC), 1 ton (TN), 1 mile (MI), 1 each (EA), 1 cubic yard (CY).

29. QUESTION: I went through the 118 pages of the solicitation but was unable to find specific work locations. It would be hard to quote without knowing how far away we would be for logistic purposes. Are you wanting a generic bid per mile and then upon award, there would be additional mobilization costs per unit?

RESPONSE: Specific work locations will be described when future task orders are put out for proposal, you can then refine your proposal to fit the conditions associated with that task order but your pricing cannot be higher than is provided in this initial IDIQ request. It is advised that when you place your initial proposal on this IDIQ request, you assume that this price will cover the most difficult and complex situation that you could imagine (high number or mobilizations, difficult conditions, high costs).

30. QUESTION: Project zones are clearly defined in the project vicinity map. Will I be required to perform work in all the zones or can I specify that I only want to work in certain zones?

RESPONSE: You are not required to submit proposals on all line items or all areas. If an offeror cannot cover all items or areas, the Government may still consider the offeror for award.

31. QUESTION: It looks like I can specify which work items I will perform…for example, we do not have skyline or tether systems here. I understand that may lower my ranking but will my bid still be accepted?

RESPONSE: You are not required to submit proposals on all line items or all areas. If an offeror cannot cover all items or areas, the Government may still consider the offeror for award.

32. QUESTION: Is this the final bid or is this similar to the USDA Pacific Northwest BPA where you are accepted as a contractor and then individual solicitations come out to the accepted bidder pool?

RESPONSE: These are not “final bids”, this works similar to the BPA that you have referenced where “you are accepted as a contractor and then individual solicitations come out to the accepted bidder pool.” This initial solicitation will set the “bidder pool.” The “individual solicitations” that come out after this will be called task order request for proposal, and the “accepted bidder pool” will then propose specific to those requests. Those task order prices can be lower than your IDIQ pricing but not higher.

33. QUESTION: I did not see a bidder tour or date/time for bidders to meet to ask questions. Will there be one?

34. QUESTION: Who does what with the timber/logs?

RESPONSE: If the task order indicates that timber or logs are part of the products on the contract, you may utilize those materials and keep any value you obtain from them.

When you propose on the task order, you will submit a price value that you associate with those products and that value will reduce the cost of your service work.

35. QUESTION: Is this just bidding per acre for logging?

RESPONSE: For price items 1 and 2, yes.

36. QUESTION: Can the ground be viewed?

RESPONSE: Each task order that is put out for proposal will have project specific details, maps, service items, product volumes, and additional descriptions included.

Contractors will be encouraged to view these areas prior to proposing on a task order.

40. QUESTION: How many 1" to 6" trees have to be cut if lightly disturbed?

RESPONSE: Task orders will specify how many 1" to 6" trees have to be cut if lightly disturbed. For this initial solicitation, it is advised to assume the highest level of difficulty i.e. densest brush, worst roads, furthest location, most difficult trees to delimb and process, longest haul, longest skid, lowest volume per acre, most mobilizations, etc.

41. QUESTION: Do all slash piles have to be covered?

RESPONSE: Task orders will specify whether piles have to be covered or not. For this initial solicitation, it is advised to assume the highest level of difficulty i.e. densest brush, worst roads, furthest location, most difficult trees to delimb and process, longest haul, longest skid, lowest volume per acre, most mobilizations, etc.

42. QUESTION: Avg skidding distance?

RESPONSE: Average skidding distance will be dependent on the project specific task orders. For this initial solicitation, it is advised to assume the highest level of difficulty i.e. densest brush, worst roads, furthest location, most difficult trees to delimb and process, longest haul, longest skid, lowest volume per acre, most mobilizations, etc.

43. QUESTION: Volume per acre avg?

RESPONSE: Volume per acre will be dependent on the project specific task orders.

45. QUESTION: Can the same projects be used for the Project Experience and Past Performance items in the technical proposal?

RESPONSE: Yes, you can submit the same projects for the Relevant Experience (Evaluation Factor 2) and Past Performance (Evaluation Factor 3).

46. QUESTION: Are snow plowing projects going to be released on their own task orders or as part of other task orders such as logging?

RESPONSE: The outcome is dependent on forthcoming Task Orders issued by the districts; it is not possible to determine at this stage.

47. QUESTION: Is pricing on the per acre/ton/ea/mi/etc.. basis?

RESPONSE: Pricing is on the per acre/ton/ea/mi/etc.. basis. Pricing is not on a total annual estimated amount. The total estimated annual amount is provided for context on expected work under the IDIQ, so that unit pricing can be priced accordingly.

49. QUESTION: How will individual projects be accomplished?

RESPONSE: Individual projects will be accomplished via task orders. Individual task orders will have project specifics, details, and maps. Individual task order unit pricing cannot be higher than the IDIQ unit pricing.

50. QUESTION: Can we provide a blanket % increase for each year, rather than completing each cell in the pricing sheet?

RESPONSE: Yes.
