About this opportunity
The United States Department of Agriculture Forest Service is seeking a contractor to perform HVAC and plumbing renovations across multiple residential properties in the Dixie National Forest's Powell and Escalante Ranger Districts. The project involves replacing existing galvanized steel piping with PEX piping in three homes located in Panguitch, Utah, and installing central cooling systems in those three homes plus an additional home and bunkhouse in Escalante. Contractors will be evaluated using a best value approach that considers past performance, experience, technical approach, and price, with non-price technical factors weighted approximately equal to price. The solicitation requires an active System for Award Management (SAM) registration and mandates a pre-proposal site visit scheduled for May 16th, 2025, in Panguitch. Proposals are due by May 27th, 2025, at 5:00 PM Mountain Time, with contractors required to submit both technical and price proposals following specific preparation instructions.
The contract opportunity is set aside for HUBZone certified businesses and is valued between $100,000 and $250,000. Performance and payment bonds will be required, with bid bonds mandatory for proposals over $150,000. The project has a mandatory 120-calendar day completion timeline, with a performance period from June 1, 2025, to October 31, 2025. The specific locations include three dwellings in Panguitch (North, Middle, and South) and two locations in Escalante (one dwelling and one 10-person bunkhouse), all situated in Garfield County, Utah. Contractors will be responsible for comprehensive services including pipe replacement, fixture updates, finish repairs, and central cooling system installations. The project falls under the NAICS category 238220 for Plumbing, Heating, and Air-Conditioning Contractors and the PSC category Z2FA for Repair or Alteration of Family Housing Facilities.
