About this file
This document is a federal contract solicitation amendment for the Forest Wide HVAC and Piping project issued by the USDA Forest Service. The project involves replacing galvanized steel piping with PEX piping, replacing associated fixtures, and retrofitting central cooling systems in three homes in Panguitch and one home and bunkhouse in Escalante, located in the Powell and Escalante Ranger Districts of the Dixie National Forest. The solicitation (No. 1240LT25Q0024) covers construction work valued between $100,000 and $250,000, with a performance period from June 2, 2025 to October 31, 2025.
The amendment documents a site visit held on May 16, 2025, and includes two key questions and answers: one addressing HUBZone certification timelines and another confirming the contractor's responsibility for providing power to new air conditioning units. Performance and bid bonds are required for proposals above $150,000, with specific submission guidelines. The contracting officer is Westley Bisson, and the Contracting Officer's Representative (COR) is Jake Dodds. The offer due date remains May 27, 2025, by 5:00 PM Mountain Time.

Q&A
Question #1: My company is located in a HUBZone, but I haven’t applied for HUBZone certification. Can I get certified in time to bid on this contract?
Answer: HUBZone certification typically takes around 90 days. If this timeline holds, you may not be certified in time to serve as the prime contractor for this project.
However, I encourage you to conduct your own research, as there may be ways to expedite the process or participate through alternative means.
Question #2: Is the contractor responsible for providing power to the new air conditioning unit?
Answer: Yes, the contractor is responsible for this task, which should be considered incidental to other tasks in the scheduled of items.
