About this opportunity
The U.S. Department of Agriculture Forest Service is seeking contractors to repair damage to Forest Service Roads 1N02, 1N05, and 1N17 in the San Bernardino National Forest caused by Tropical Storm Hilary in August 2023. The work involves comprehensive road restoration including removal and replacement of asphalt concrete, excavation and embankment construction, debris removal, grading, installing rolling dips, corrugated metal spillway assemblies, and roadway rehabilitation across 0.46 miles of forest roads. Contractors must be licensed for construction work in California, provide an on-site project superintendent, and complete all work within a 60-day period starting in October 2025, with operations limited to non-holiday weekdays from dawn to dusk. Proposals will be evaluated using a tradeoff source selection method based on past performance, work plan, key personnel, performance schedule, and price. A mandatory site visit is scheduled for September 2, 2025 at 9:00 AM PDT, with all requests for information due by September 4, 2025 at 10:00 AM PDT, and proposal submissions due by September 16, 2025 at 11:00 AM PDT following a recent amendment extension.
This opportunity is designated as a Total Small Business Set-Aside under solicitation number 127EAW25R0056, with no incumbent contractors identified in the documentation. The project has an estimated value between $1,000,000 and $5,000,000, requiring contractors to provide bid bonds for proposals exceeding $150,000. The contract involves repairing three specific road segments totaling 0.46 miles, with work to commence within 10 calendar days of award and be completed within 60 days. Performance will take place in the mountainous terrain of the San Bernardino National Forest in California, with elevations ranging from approximately 6,600 to 8,400 feet. Contractors will have access to borrow embankment material at the Shay Pit east of Baldwin Lake and are permitted to camp in Heart Bar and South Fork Campgrounds during the project execution period.
