About this opportunity

The Department of the Interior National Park Service Northeast Region is seeking a contractor to provide comprehensive structural fire inspection, testing, and maintenance (ITM) services for Fort McHenry National Monument and Historic Shrine and Hampton National Historic Site. The contract covers inspection, testing, and maintenance of 11 sprinkler systems, 20 fire alarm and monitoring systems, and 1 FM-200 gas-based fire protection system, with the contractor required to replace the fire pump and related equipment at Hampton Mansion within the first 120 days of the base period. Key requirements include Maryland state licensing, NICET II certification or manufacturer certification for lead technicians, and documented experience with NFPA-compliant fire protection system inspections. The evaluation will be based on price, key personnel qualifications, and prior experience, with the government selecting the offer representing the best value. Quotes are due by 12:00 PM EDT on July 21, 2025, with a mandatory site visit that was scheduled for June 30, 2025.

This solicitation is designated as a 100% total small business set-aside with a small business size standard of $16.5 million under NAICS code 561621 (Security Systems Services). No information about potential incumbents or current contractors is provided in the documentation, indicating this is a new requirement. The contract includes a base period from July 2025 through June 2026, with four option periods extending through January 2030, potentially spanning approximately 4.5 years total. The contractor must provide emergency and non-emergency service calls, digital inspection reports within 72 hours of completion, weekly deficiency cost summary reports, and four 1-hour training sessions for National Park Service staff. Services will be performed at the two National Park Service locations in Maryland, with work conducted during normal business hours and prior approval required for off-hours activities.
