About this opportunity

The National Oceanic and Atmospheric Administration, Eastern Acquisition Division, is soliciting evaluation, repair, reconditioning, and procurement of Next Generation Radar (NEXRAD) Focus Coils on behalf of the National Weather Service National Reconditioning Center, with proposals due August 17, 2026. This is a Women-Owned Small Business (WOSB) set-aside. The Government intends to award a single-source Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract, though it reserves the right to award no contract based on quotation quality, pricing, and fund availability.

Place of performance is Grandview, Missouri. The contract runs five years from September 2026 through August 2031. Work comprises four contract line items: delivery of two First Article units for form, fit, and function verification; evaluation of Focus Coils submitted for repair within 60 days of receipt; repair and reconditioning to "like-new" condition per NWS Specification Drawing 1217084, Revision H; and production units of new Focus Coils. Estimated quantities across the five-year period are 20 new production units and 8 repair/recondition services, though these are non-binding estimates and no orders are guaranteed.

The minimum contract value is $25,000 and the maximum is $750,040. All pricing must be all-inclusive of labor, materials, overhead, general and administrative costs, profit, and return shipping. Repaired units carry a one-year warranty; new replacement units carry a three-year warranty. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, with Volume II (technical proposal) evaluated on pass/fail and Volume I (pricing) evaluated for lowest total quoted price among technically acceptable proposals. Contractors must comply with Department of Commerce supply chain risk management requirements and consent to Government audits of supply chain risk processes.
