About this file

This document contains tailored federal procurement instructions and evaluation criteria for a commercial products and services solicitation issued by the National Oceanic and Atmospheric Administration (NOAA).

Vendors must submit quotes in two volumes by July 20, 2026 at 3:00 PM EST via email to janet.hadley@noaa.gov. Volume I requires pricing information including completion of SF1449 form (blocks 17a, 30a, 30b, and 30c), discount percentages, a completed Pricing Schedule, and a completed Delivery Schedule. Volume II requires a technical proposal consisting of a certification statement that manufactured parts will be form, fit, and function equivalent to provided specifications, along with a build plan for the Radar Operations Center (ROC) evaluation. All questions must be submitted by July 10, 2026 at 3:00 PM EST. Vendor quotes must remain firm for 120 calendar days from the receipt date. The government intends to award a firm-fixed price contract to the responsible vendor offering the lowest price for technically acceptable proposals using the Lowest Price Technically Acceptable (LPTA) evaluation process. Volume II will be evaluated on a pass/fail basis, and vendors failing this evaluation will not proceed to price evaluation. Price reasonableness will be determined through historical pricing analysis without cost realism evaluation. The government reserves the right to award without discussions but may conduct discussions if necessary. Total quoted price will be calculated by summing per-unit prices across all contract line items (CLINs) for each year, with option period pricing evaluated by calculating the average price of the base and all option periods and adding half that amount to the total base and option prices.

2. RFO 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND SERVICES (NOV

2021) (Deviation JAN 2026)

This provision has been tailored to this procurement:

a. The Government intends to award a Firm-Fixed Price contract as a result of this solicitation in accordance with FAR Part 12 and FAR Subpart 16.504 to the responsible vendor whose quote, conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

b. This evaluation will use the lowest price technically acceptable (LPTA) process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Government intends to evaluate the quotes and award a contract based on the vendors’ initial quote; therefore, the vendors initial quote should contain the vendors best terms from a Price standpoint.

c) In addition, in order to assess the responsibility of each vendor, the Government, in accordance with RFO 9.104-1(d), will review vendors’ records found in the System for Award Management (SAM) and the Federal Awardee Performance and Integrity Information System (FAPIIS) to determine if vendors have a satisfactory record of integrity and business ethics.

d) Volume II will be evaluated on a pass/fail basis. Any offeror who does not pass Volume II will not be evaluated any further.

e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

f) The Government intends to award without discussions; however, the Government may conduct discussions if determined necessary and in the best interest of the Government.

The quotes will be evaluated on the criteria listed below:

Volume I – Price Quote

a) Price evaluation of reasonableness will be determined through historical prices as well as other elements. A price/cost realism analysis will not be performed. The degree of its importance will increase commensurately with the degree of equality among the business solution factors.

b) Pricing shall be complete and in accordance with RFO Provision 52.212-1, Instructions to Offerors- Commercial Products and Commercial Services and address pricing for all CLINs. A quote that does not fully address pricing for all CLINs will not be evaluated for award.

c) A Total Quoted Price will be calculated by adding each item for each year of performance. For example, the per unit price for First Article, Evaluation, Repair/Recondition and Production Unit will be added together to get a subtotal for Year 1 of performance. This subtotal will be added to the other subtotals for the remaining years of performance to calculate the Total Quoted Price.

d) Option pricing for any potential extension under RFO clause 52.217-8 will be evaluated by calculating the average price of the base period and all option periods and adding half of that amount to the sum of the prices of the base and all option periods to determine the overall evaluated price for each vendor.

Volume II – Technical Proposal

a) Technical capability will be determined by the ROC certifying vendor has submitted a statement confirming provided specs will be form, fit, function equivalent to the provided specifications. The ROC will also evaluate the submitted build plan to confirm it meets or exceeds their specifications.

b) Each Offeror shall describe their technical approach to evaluate and repair/recondition existing units described in the Statement of Work and in accordance with Drawing 1217084

REV H.
