About this opportunity
Naval Supply Systems Command seeks procurement and delivery of three foam-filled marine fender systems, 11 feet by 18 feet, for the NATO pier at Gaeta, Italy, with quotations due July 14, 2026, and questions due July 6, 2026. The procurement is a Total Small Business set-aside; Amendment 0002 (posted July 6) revised the Statement of Work, aligned it with published Questions and Answers, and updated Evaluation Factors and Instructions to Offerors.
Place of performance is Gaeta, Italy (04024), with Intermediate FOB delivery to FLCSI Naples Detachment (Capodichino), Italy; the contractor bears freight and transit insurance costs to Naples, after which the Government assumes responsibility for customs clearance, offloading, and onward transportation to Gaeta.

Each complete system includes two 15-foot hot-dip galvanized Grade U2 chains (minimum 1.75-inch diameter), four Grade 6 high-tensile bow/anchor shackles (two installed, two spare), and galvanized marine jaw-and-jaw swivels. The contractor must provide certified compression test curves demonstrating energy absorption and reaction force parameters prior to shipment. Delivery is required within 120 calendar days of contract award under Cost, Insurance, and Freight terms. Quotations must be submitted in three volumes: Technical Capability, Price, and Provisions and Certifications. Pricing must be in USD, exclusive of Italian Value Added Tax, and held firm for 60 calendar days from solicitation closing. Evaluation criteria include Technical Capability, Price, and Past Performance. The NAICS code is 336611, Ship Building and Repairing; PSC is 2040, Marine Hardware and Hull Items.
