Statement of Work Summary: GAETA, N31 Fenders
This Statement of Work (SOW) outlines the procurement and delivery of three new foam-filled marine fenders for the NATO pier at an Italian Navy base. The contractor's sole responsibility is to procure and deliver the fender systems; installation will be performed by government personnel. The fenders are intended to replace existing equipment purchased in 2015 that now exhibits wear and delamination, with delivery required within 120 days of contract award using Cost, Insurance, and Freight (CIF) terms to Gaeta, Italy. The receiving address is N62588: Nato Base/POL Pier - NSA Gaeta Port Ops Building 725, Via Lungormare Caboto N. 103, with deliveries accepted Monday through Friday between 0800 and 1600 local time, requiring five business days' advance notice to the point of contact, Pierre "Cheope" Saltarelli.
The three fender units must meet specific technical requirements: each must be a heavy-duty, foam-filled marine fender with closed-cell foam core and filament-reinforced polyurethane elastomer skin (black), with nominal dimensions of 11 feet diameter by 18 feet length, rated for high capacity/high energy absorption suitable for large naval vessels. Each complete system must include all required accessories: heavy-duty, hot-dip galvanized stud-link anchor chain with minimum 2.5-inch diameter, and all connecting hardware including shackles and swivels, appropriately sized and hot-dip galvanized. Government acceptance will be performed by Port Operations personnel within two business days of delivery via visual inspection to verify dimensions, physical condition, and presence of all required hardware, with formal acceptance required prior to payment certification.

Statement of Work (SOW)
Project: GAETA, N31 Fenders
GENERAL INFORMATION
1.0 Scope: The contractor shall procure and deliver three (3) new, foam-filled marine fenders.
These fenders are intended for use at the NATO pier, located on an Italian Navy base, to support the safe mooring, harboring, and refueling of United States Navy (USN) and allied naval vessels. This procurement action is to replace the current fenders which are in poor material condition. The contractor's responsibility is limited to the purchase and delivery of the specified items. Installation will be performed by government personnel and is not within the scope of this requirement.
2.0 Background: The current foam-filled fenders on the NATO pier fingers were purchased in
2015. Over the last decade, the fenders have worked well, but now show heavy signs of wear and tear, to include delaminating of the elastomer skins and deformation of the fender cylinder shape. To prevent any damage to harbor assets or the NATO pier, replacement of the fenders is needed.
