About this file

This is a Statement of Work (SOW) for the procurement and delivery of three new foam-filled marine fenders for use at a NATO pier located on an Italian Navy base in Gaeta, Italy.

The contractor must procure and deliver three complete foam-filled fender systems, each measuring 11 feet in diameter by 18 feet in length, designed for high-capacity energy absorption suitable for large naval vessels. The fenders must be constructed with a closed-cell foam core, filament-reinforced polyurethane elastomer outer skin (black color), and must comply with UFGS 35 59 13.17. The manufacturing facility must hold current ISO 9001 and ISO 14001 certifications, and the contractor must provide certified compression test results and energy absorption curves prior to shipment. Each fender system shall include two 15-foot heavy-duty hot-dip galvanized Grade U2 or higher stud-link anchor chains (minimum 1.75-inch diameter), heavy-duty galvanized Grade 6 high-tensile bow/anchor shackles with safety bolts and stainless-steel cotter pins, and galvanized marine jaw-and-jaw swivels allowing 360-degree continuous rotation. Each fender will be delivered with two installed shackles and two spare shackles, with all hardware accompanied by factory proof-test/mill certification. The complete order must be delivered within 120 calendar days of contract award to the Intermediate FOB Point at FLCSI Naples Detachment (Viale Fulco Ruffo di Calabria, 80144 Capodichino Napoli, Italy, DoDAAC N62588). The contractor is responsible for all freight and transit insurance costs to Naples; the government assumes responsibility for customs clearance, offloading, and onward transportation to the ultimate destination in Gaeta. Formal inspection and acceptance will occur at the ultimate destination within two business days of arrival, consisting of visual verification of fender dimensions, physical condition, and all required hardware. The contractor or freight forwarder must contact designated points of contact at least five business days prior to planned delivery.

GENERAL INFORMATION

1.0 Scope The contractor shall procure and deliver three (3) new, foam-filled marine fenders. These fenders are intended for use at the NATO pier, located on an Italian Navy base, to support the safe mooring, harboring, and refueling of United States Navy (USN) and allied naval vessels. This procurement action is to replace the current fenders which are in poor material condition. The contractor's responsibility is limited to the purchase and delivery of the specified items. Installation will be performed by government personnel and is not within the scope of this requirement.

2.0 Background The current foam-filled fenders on the NATO pier fingers were purchased in 2015. Over the last decade, the fenders have worked well, but now show heavy signs of wear and tear, to include delaminating of the elastomer skins and deformation of the fender cylinder shape. To prevent any damage to harbor assets or the NATO pier, replacement of the fenders is needed.
