About this file

This is Standard Form 30 Amendment No. 0001 to Solicitation N6817126QN041, issued on 30 June 2026 by NAVSUP FLC Sigonella Naples Office. The amendment modifies the procurement requirement and clarifies specifications for marine mooring fenders needed at the NATO pier in Gaeta, Italy.

The requirement is for three complete, new 11' x 18' heavy-duty foam-filled marine fender systems with all necessary chains and hardware, to replace existing fenders procured in 2015 that have degraded beyond operational service life. Fenders must be designed and manufactured in full compliance with UFGS 35 59 13.17 and PIANCE guidelines, with manufacturing facilities holding current ISO 9001 and ISO 140001 certifications. Each fender requires four chains (minimum 15 feet length, 45mm diameter, Grade U2 or higher stud-link anchor chain) and four Grade 6 high-tensile bow/anchor type shackles with hot-dip galvanized hardware throughout. The contractor must provide certified compression test data and energy absorption/reaction force curves prior to shipment. Delivery is Cost, Insurance, and Freight (CIF) to NAVSUPPACT Naples IT ATC Facility (N62588) with a delivery window of 9 March 2026 to 30 September 2026, though the controlling requirement is 120 days after contract award. The government provides offloading, staging, installation personnel, and customs clearance. Contract value for CLIN 0001 is $243,508.11. The amendment also changed the ship-to address from CNIC Region Europe to NAVSUPPACT Naples and answers ten industry questions clarifying technical specifications, hardware quantities, chain requirements, and delivery responsibilities.

Background

The NATO pier in Gaeta, Italy, requires the immediate replacement of its current foam-filled marine fenders. The existing fenders, procured in 2015, have exceeded their operational service life and are now in a state of significant material degradation, including delamination and deformation. This condition poses a direct and unacceptable risk of damage to high-value U.S. and allied naval vessels during critical mooring and refueling operations.

This market research was conducted to identify capable sources and establish a fair market value for the required replacement items.

Need

The requirement is for the procurement of three (3) complete, new, 11' x 18' heavy-duty, foam-filled fender systems, including all necessary chains and hardware for installation. This is a "purchase only" requirement, as Port Operations personnel will perform the final installation. The procurement is mission-essential to ensure the operational safety and readiness of the NATO pier, protect personnel, and safeguard naval assets

Statement of Work (SOW)

Project: GAETA, N31 Fenders

GENERAL INFORMATION

1.0 Scope: The contractor shall procure and deliver three (3) new, foam-filled marine fenders. These fenders are intended for use at the NATO pier, located on an Italian Navy base, to support the safe mooring, harboring, and refueling of United States Navy (USN) and allied naval vessels. This procurement action is to replace the current fenders which are in poor material condition. The contractor's responsibility is limited to the purchase and delivery of the specified items. Installation will be performed by government personnel and is not within the scope of this requirement.

2.0 Background: The current foam-filled fenders on the NATO pier fingers were purchased in 2015. Over the last decade, the fenders have worked well, but now show heavy signs of wear and tear, to include delaminating of the elastomer skins and deformation of the fender cylinder shape. To prevent any damage to harbor assets or the NATO pier, replacement of the fenders is needed.

QUESTIONS AND ANSWERS

Question 1:

The solicitation calls out for 11x18 and 10x16 both size fenders. Which one are we supposed to quote

Answer 1:

Fenders required are 11'X18' must be designed, manufactured, and testing in full compliance with UFGS 35 59 13.17 and PIANCE guidelines and manufacturing facility must hold a current ISO 9001 and ISO 140001 certificate. The contractor shall provide certified compression test and curves demonstrating energy absorptions and reaction force parameters prior to shipment. See SOW 3.0

Question 2:

How many chain lengths do you need per fender? Is it 2 or 4?

Answer 2:

Each fender will need 4 chains.

Question 3:

How many Shackles per fender? 4 or 6?

Answer 3:

Each fender will need 4 Shackles. Grade 6 High tensile bow/Anchor type shackles with a bolt, nut, and stainless steel cotter pin. Shackles must possess a minimum working load limit matching or exceeding the rated capacity fo the 45mm chain.

Question 4:

Please can you confirm if you require moorings with these Foam Fenders. If so, please can you confirm the length and size of chain you require? If you don't know the size at a minimum, please can you confirm the length?

Answer 4:

Fenders will be used for mooring, Chain length minimum should be 15' per chain, minimum diameter 45 MM, Grade U2 or higher stud link anchor chain. Additionally all hardware must be Hot-Dip Galvanized and contractor shall provide factory proof-test certification for all load bearing hardware prior to delivery.

Question 5:
