Foam-filled marine fenders
Background
The NATO pier in Gaeta, Italy, requires the immediate replacement of its current foam-filled marine fenders.
The existing fenders, procured in 2015, have exceeded their operational service life and are now in a state of significant material degradation, including delamination and deformation. This condition poses a direct and unacceptable risk of damage to high-value U.S. and allied naval vessels during critical mooring and refueling operations. This market research was conducted to identify capable sources and establish a fair market value for the required replacement items.
Need
The requirement is for the procurement of three (3) complete, new, 11' x 18' heavy-duty, foam-filled fender systems, including all necessary chains and hardware for installation. This is a "purchase only" requirement, as Port Operations personnel will perform the final installation. The procurement is mission-essential to ensure the operational safety and readiness of the NATO pier, protect personnel, and safeguard naval assets
Statement of Work (SOW) Project: GAETA, N31 Fenders
GENERAL INFORMATION
1.0 Scope: The contractor shall procure and deliver three (3) new, foam-filled marine fenders. These fenders are intended for use at the NATO pier, located on an Italian Navy base, to support the safe mooring, harboring, and refueling of United States Navy (USN) and allied naval vessels. This procurement action is to replace the current fenders which are in poor material condition. The contractor's responsibility is limited to the purchase and delivery of the specified items. Installation will be performed by government personnel and is not within the scope of this requirement.
2.0 Background: The current foam-filled fenders on the NATO pier fingers were purchased in 2015. Over the last decade, the fenders have worked well, but now show heavy signs of wear and tear, to include delaminating of the elastomer skins and deformation of the fender cylinder shape. To prevent any damage to harbor assets or the NATO pier, replacement of the fenders is needed.
