About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is soliciting proposals for Aerial Refueling Receptacle (ARR) Cartridges, specialized explosive devices used for emergency actuation of F-15 aircraft refueling systems when hydraulic systems fail. These steel cartridges measure 2.51 inches in length and 0.68 inches in diameter, containing a small 0.0013-pound explosive charge that is electrically initiated to generate the necessary pressure for emergency refueling door operation. The procurement is designated as a Foreign Military Sales (FMS) contract serving multiple international customers including Korea, Saudi Arabia, Singapore, and Qatar. Contractors must meet stringent qualification requirements including ISO 9001:2015 certification, complete a comprehensive 360-day qualification process estimated to cost between $5,000-$50,000, and demonstrate extensive capabilities in explosives manufacturing and testing. The solicitation was posted on June 27, 2025, with proposals due by October 29, 2025.

This procurement does not utilize any set-aside designations and appears to be targeting a highly specialized market with very limited qualified manufacturers. Nammo Talley (also referenced as NAMMO Defense System) is currently identified as the only approved source with vendor part number 21084-7, making this effectively a sole-source procurement opportunity. The contract calls for a total of 81 cartridge units distributed among the four countries: 19 units for Korea, 17 for Saudi Arabia, 21 for Singapore, and 24 for Qatar. Delivery is required within 18 months of contract award, with inspection and acceptance occurring at the origin point, and the contract includes provisions for ship-in-place authorization for munitions items to international destinations.

Notice text

The Ariel Refueling Receptacle Cartridge (ARR Cart) is a device that actuates the Ariel Refueling Thruster in
emergency situations. An electrical impulse from an external source energizes the cartridge initiator, which ignites a
delay mix which in turn ignites propellant grains for actuation.
