About this file

This Market Research Documentation details the procurement of an F-15 Aerial Refueling Receptacle (ARR) Cartridge, NSN 1377-00-261-5371, for emergency aircraft refueling door actuation. The document reveals a highly specialized component used when hydraulic systems fail, with a very limited market of qualified manufacturers. Rockwell Collins is currently the identified potential source, and the item is classified as a non-commercial, non-developmental item (NDI) exclusively for government purposes.

The cartridge is a precise cylindrical device approximately 2.5 inches long and 0.68 inches in diameter, featuring a bridgewire initiator, ignition charge, and propellant grain designed to generate necessary pressure output. The market research indicates an extremely restricted industry for cartridge actuated devices (CAD/PAD), with only companies capable of managing energetics and passing extensive qualification testing able to produce such items. Any potential new sources would need to self-fund qualification efforts, and the government is not anticipating bundling this requirement with other procurement needs.

MARKET RESEARCH DOCUMENTATION

FOR ROUTINE NON-COMPLEX PURCHASES

NSN: 1377002615371ES DATE: 28 Oct 2024

TECHNIQUES USED: The following techniques were used to conduct market research. Details regarding these techniques is found in the remarks section of this document.

o Contact knowledgeable people within government and industry.

Continual contact with CAD/PAD Enterprise.

o Query government/commercial databases & Utilize source lists for similar items.

CAD/PAD Item listing, PRPS, VFS (daily).

o Conduct interchange meetings or pre-solicitation conferences.

Technical Exchange Workshop (TEW) (every 2 years), Industry Day, Survival Aircraft Flight Equipment (SAFE), Worldwide R eviews (WWR) (yearly).

1. MARKET RESEARCH RESULTS / REMARKS:

The cartridge actuated devices and propellant actuated devices (CAD/PAD) industry is restricted to companies that can manage energetics and are qualified by extensive testing to produce specific items.

The list of companies that can produce CAD/PAD items is very limited and research of the market is a continual process. This is not a commercial item and is a non-developmental item (NDI) that will satisfy our needs. Other than the currently qualified sources there are no other qualified sources capable of producing this item. Any interested parties will need to coordinate with this office and fund their own efforts to become qualified to produce this item. If the buyer discovers information to the contrary, it will be furnished to the PR initiator for appropriate action.

2. TYPE OF ITEM: As a result of the action(s) taken above, I have determined this part is:

NON-COMMERCIAL

This item and/or service is not commercial; however, NDIs used exclusively for government purposes exist, or can be modified, or are being produced and will satisfy the requirement(s).

3. SOURCES: The following potential sources have been identified:

CAGE Code Contractor’s Name

17610 ROCKWELL COLLINS

4. DESCRIPTION OF AGENCY NEED:

NOUN: Aerial Refueling Receptacle Cartridge

DESCRIPTION: The F-15 Aerial Refueling Receptacle (ARR) Cartridge, M948, P/N 21084-7, NSN 1377-00- 261-5371, is used to actuate the aerial refueling thruster in the F-15 aircraft to open the refueling door in the event that the hydraulic system fails to open the door. The cartridge consists of a bridgewire initiator that ignites an ignition charge, which in turn ignites a propellant grain to generate the necessary pressure output. The cartridge is cylindrical in shape, approximately 2.5 inches long and .68 inches in diameter. An O-ring is located next to the 0.875-inch hexagonal boss located 1.69 inches from the end of the unit. There are three external lugs located on the inlet port. In the stored condition, a shorting device is in the connector portion of the initiator to preclude accidental firing. A protective shipping cap is installed over the inlet port to prevent foreign particles from entering the unit during handling and shipping.

ADDITIONAL DESCRIPTION:

5. BUNDLING ANTICIPATED?

It is NOT anticipated that this item will be bundled with other requirements.
