About this file

This is an AFMC Form 807 detailing Recommended Quality Assurance Provisions and Special Inspection Requirements for an F-15 Ariel Refueling Receptacle (ARR) Cartridge procurement. The document mandates source inspection for airmunitions, specifically emphasizing stringent quality control due to the safety-critical nature of explosive components used in ammunition, precision guided weapons, and aircraft ejection seats. The form requires ISO 9001:2015 certification or an equivalent quality management system, with source inspection aimed at preventing potential defective explosives from reaching end-users, where even a small percentage of defective items could result in personnel injury or death.

Key technical details include the National Stock Number 1377002615371ES, specific part number 21084-7, associated with the F-15 aircraft and Technical Order 11A24-2-7. The document specifies inspection will occur at the source, with no pre-award survey required, and includes an Ozone Depleting Substances (ODS) statement confirming no Class I ODS will be used. The technical authority is from AFLCMC/EBHJ, with point of contact details for the Item Manager (Robert K George) and Equipment Specialist (Chadrick G Conley) provided, indicating this is part of a munitions procurement process for the Department of the Air Force Materiel Command.

8. REMARKS

Tidwell, Quinn RNAME: 28 OCT 2024DATE:

In accordance with AFMCI 23-102, paragraph 14.2.1, the chief engineer has determined source inspection is required for airmunitions procurements. The following statements, submitted by the chief engineer in accordance with FAR 46.402(f), provide further support for source inspection of munitions items: Quality assurance inspection of explosives and munitions items must be completed at the source to reduce the risk of defective or improperly marked explosives reaching the end-user. The safety consequences of a single defective explosive or improperly marked explosive reaching the end-user are very severe. Customers of typical industrial commodities may be able to tolerate a percent defective of 1% - 3%. In the case of explosives procurement, this percent defective may result in the maiming or death of personnel involved in the handling and use of the items. Airmunitions contracts are primarily for delivery of explosive components used in ammunition, precision guided weapons and the ejection seats of combat aircraft. The lives of transportation and combat personnel are directly related to the successful performance these items. Thus, to ensure explosives safety and quality, source inspection is required for this airmunition procurement.

Certification to ISO 9001:2015, or an equivalent quality management system, is acceptable to meet this requirement.
