About this opportunity
The Department of the Air Force Materiel Command Test Center is soliciting quotations for Fleet Janitorial Services Maintenance through Request for Quotation (RFQ) FA930125Q0024, a combined synopsis/solicitation for commercial items. The procurement covers comprehensive aircraft sanitation services including galley cleaning, solid waste removal, lavatory supply replenishment (toilet paper, paper towels, and hand soap), and potable water system servicing for aircraft assigned to Edwards Air Force Base and NASA/Armstrong, as well as transient aircraft. The contractor must provide 24/7 availability year-round with normal operating hours from 6:00 a.m. to 2:00 p.m., five days per week, and respond to unscheduled after-hours calls within two hours. Evaluation will use a best-value methodology that prioritizes technical capability and past performance significantly more heavily than price, with vendors required to submit a technical quotation demonstrating ability to meet Performance Work Statement requirements, a firm-fixed price quotation, and past performance information from two to three relevant contracts. All contractor personnel must be U.S. citizens with Restricted Area Badges and flight-line driving certification, and the contractor must achieve Cybersecurity Maturity Model Certification (CMMC) 2.0 Level 1 compliance as a mandatory go/no-go requirement. The proposal submission deadline is February 9, 2026 at 12:00 Noon Pacific Standard Time.
This solicitation is set aside as a 100 percent Small Business Set-Aside under NAICS code 561720 with a business size standard of $22,000,000, and the incumbent contractor holds contract number FA930122C0012. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a firm-fixed price arrangement and a total estimated value of $22,000,000 for the five-year period. Performance will span from March 16, 2026 through March 31, 2031, consisting of a base year from April 1, 2026 through March 31, 2027, followed by four one-year option periods, with an initial 15-day phase-in period from March 16-31, 2026. The contractor will service approximately 300 aircraft annually, including B-1, KC-135, B-52, KC-46, C-17, and other aircraft types, and must be prepared to handle up to 88 unscheduled service calls annually at unit prices per call. All work will be performed at Edwards Air Force Base, California 93524, with the contractor responsible for furnishing all vehicles, equipment, supplies, and consumables, though the government will provide office space and storage at Building 1600, Room 106.
