About this file

This document is a Pre-Award Site Visit briefing for a Fleet Janitorial Services contract by the Air Force Test Center (AFTC) at Edwards Air Force Base. The solicitation is for handling aircraft sanitation waste, with a single award, firm-fixed price contract set aside for small businesses. The contract period is from 16 March 2026 to 31 March 2031, with a best value evaluation methodology that prioritizes technical capability and past performance over price.

Key milestones include a site visit on 14 January 2026, with questions due by 14 January 2026, quotations due by 26 January 2026, evaluations completed by 27 February 2026, and contract award on 16 March 2026. Vendors must comply with Cybersecurity Maturity Model Certification (CMMC) 2.0 Level 1 requirements by 10 November 2025. Quotations must include a price quotation, technical quotation demonstrating ability to meet Performance Work Statement requirements, and past performance information from two to three recent, relevant contracts. Vendors will be limited to two attendees for the site visit and must submit detailed personal information for base access vetting.
