About this file

This document is an Attachment-6 "Phase-In/Out Plan" for Contract #FA930125Q0024, detailing the transition process between contractors at Edwards AFB. The plan outlines procedures for incoming and outgoing contractors during contract changeover, specifically addressing the Phase-In and Phase-Out periods. Key requirements include up to 15 calendar days of on-the-job training (OJT) for incoming contractor personnel, who must possess all necessary skills, licenses, and certifications prior to training. The outgoing contractor is responsible for facilitating a smooth transition by allowing incoming contractor personnel to interview existing staff, integrating them into work schedules, and providing comprehensive training on systems, equipment, and service-specific tasks. The document emphasizes that the follow-on acquisition will be a competitive process, and the incumbent is not guaranteed to win the next contract.
