About this opportunity
The Department of the Interior Interior Business Center seeks multiple-award indefinite-delivery/indefinite-quantity contracts for fixed-wing on-call flight services throughout Alaska, with proposals due May 19, 2026, at 12:00 p.m. Alaska Time. This is a 100% small business set-aside.
The procurement is NAICS 481211, Nonscheduled Chartered Passenger Air Transportation, with a 1,500-employee size standard. Place of performance is Alaska statewide; contractors must maintain an Alaska base of operations and operate aircraft exclusively from Alaska, not the lower 48 states. The five-year ordering period runs April 1, 2026, through March 31, 2031, with potential six-month extension.
The government seeks aircraft across nine categories: tandem-seat, single-engine piston (four-plus seats), single-engine turbine (four-plus seats), multi-engine piston (six-plus and ten-plus seats), multi-engine turbine (six-plus and ten-plus seats), and multi-engine jet (ten-plus seats). Aircraft must comply with 14 CFR Parts 121 or 135, hold current FAA certifications, and be equipped with satellite-based Automated Flight Following compatible systems, VHF-AM communication, GPS navigation, and IFR equipment as applicable. Pilots must hold minimum 1,500 total flight hours, 1,200 pilot-in-command hours in airplanes, current medical certificates, and appropriate type ratings. Aircraft insurance must meet minimum $75,000 per passenger, $300,000 per occurrence for third-party injury, and $100,000 property damage. Contractors must implement a Safety Management System per FAA requirements by May 28, 2027.
Pricing must include flight rates (dry, excluding fuel), standby rates, daily availability rates, and additional pay items for fuel, per diem, and miscellaneous costs. Pricing applies to the current ordering period and all remaining periods through March 31, 2031, with no price adjustments permitted except as otherwise allowed in the contract. The government intends to award multiple contracts to technically acceptable offerors with fair and reasonable pricing based on technical capability, organizational safety, past performance covering three-year contract history, and total evaluated price. Questions are due May 4, 2026, at 12:00 p.m. Alaska Time.
