About this file
This is a Questions and Answers document for Solicitation Amendment 6 related to the Fixed Wing On Call solicitation (140D0425R0090), addressing contractor inquiries about operational requirements and contract structure.
The document clarifies three key aspects of the solicitation: (1) contractors must be authorized to conduct flight services in Alaska and maintain an Alaska Base of Operations per section A1—aircraft based solely in the lower 48 states are not acceptable; (2) the Government will reimburse mobilization and demobilization costs, including ferry time, with flight time charged from either the contractor's Alaska Base of Operations as specified in section A3 or the aircraft's location at time of hire, whichever serves the Government's interest best, per section C30.10; and (3) the contract operates on an as-needed, on-call basis with individual flights authorized through task orders that establish their own periods of performance, with most task orders being short-term and directly tied to specific flight requirements rather than providing prolonged hiring periods.
