About this file

Summary

This is a Section A–E solicitation document and contract specification for the Department of the Interior's Fixed Wing On-Call (FWOC) flight services in Alaska under solicitation 140D0425R0090. The government seeks multiple-award indefinite delivery/indefinite quantity (IDIQ) contracts for fixed-wing aircraft operations to support fire management, resource management, law enforcement, and point-to-point transportation across Alaska. The solicitation is a 100% small business set-aside (NAICS 481211, 1,500-employee threshold) with a five-year ordering period from April 1, 2026, through March 31, 2031, plus a potential six-month extension. Proposals are due May 19, 2026, at 12:00 p.m. Alaska Time and must be submitted electronically to the Contracting Officer and Contract Specialist.

The contract requires contractors to provide fully-operated and maintained aircraft in nine categories: tandem-seat, single-engine piston (four+ seats), single-engine turbine (four+ seats), multi-engine piston (six+ and ten+ seats), multi-engine turbine (six+ and ten+ seats), and multi-engine jet (ten+ seats). Pricing must be provided for flight rates (dry, excluding fuel), standby rates, daily availability rates, and additional pay items (fuel, per diem, miscellaneous costs, co-pilot fees). Aircraft must comply with 14 CFR Parts 121 or 135, hold current FAA certifications, and be equipped with specified avionics including satellite-based Automated Flight Following (AFF) compatible systems, VHF-AM communication, GPS navigation, and IFR equipment (as applicable). Pilots must meet minimum qualifications including 1,500 total flight hours, 1,200 PIC hours in airplanes, current medical certificates, and appropriate type ratings. Special-use supplements require additional pilot certifications for low-level operations, mountainous terrain, off-airport wheel operations, glacier skiing, reconnaissance, and extended over-water missions. Contractors must maintain aircraft insurance (minimum $75,000 per passenger, $300,000 per occurrence for third-party injury, $100,000 property damage), implement a Safety Management System per FAA requirements by May 28, 2027, and comply with extensive maintenance, inspection, and reporting obligations. Evaluation criteria include technical capability (aircraft and equipment specifications), organizational safety (SMS compliance and documentation), past performance (three-year contract history), and total evaluated price, with awards made on a best-value basis to technically acceptable, responsibly priced proposals.
