About this opportunity
The USDA Animal and Plant Health Inspection Service seeks design, submittals, and installation of a wet fire suppression system at Building 6418 of its Mexican Fruit Fly Rearing Facility at Moore Air Base in Edinburg, Texas, with award indefinitely postponed as of September 11 due to additional building work required before installation can commence.
This is a Total Small Business Set-Aside with a small business size standard of $19 million. The estimated project magnitude is between $100 thousand and $500 thousand. Place of performance is Edinburg, Texas.
The building, constructed in the early 1980s without fire suppression capability, requires a complete turnkey retrofit including underground fire line installation with tap, pressure independent valve, and above-ground backflow preventer with testing certification; an automatic sprinkler system with canopy protection and flex drop installations; and PE-stamped design and as-built drawings. Contractors must take field measurements during the mandatory site visit (held July 23, 2026) as the government does not provide updated as-built drawings with square footage. The new system must be designed to connect to a future fire alarm panel replacement, though no monitoring is required at award. Design deliverables shall include preliminary drawings at 30%, 60%, and 100% completion stages. CPVC piping is acceptable. The contractor is fully responsible for fire main connection to the building with the government providing existing utility prints showing main line location. Contractors must obtain all necessary permits, remove and dispose of construction debris, and provide one-year labor and equipment warranty from substantial completion. Work is restricted to Monday through Friday, 7:00 AM to 3:30 PM at this restricted military facility, with extended hours requiring prior written approval. All contractor personnel must possess valid picture identification. Temporary restroom facilities must be provided if the project duration exceeds three working days.
Federal construction wage rates apply per Department of Labor determination for Hidalgo County. NAICS code is 238220. Award will be made on a firm-fixed-price basis to the lowest-priced, technically acceptable quoter with acceptable or neutral past performance. Evaluation weighs price reasonableness with detailed cost breakdowns and price realism analysis; technical acceptability based on relevant fire suppression experience of similar scope; and past performance ratings (Acceptable, Neutral, or Unacceptable). Payment and performance bonds are required; no bid bond is required. Amendments 1, 2, 3, 4, and 5 have been posted. Amendment 5 (September 11) indefinitely postpones award.

There's a change to the response to RFI 6 posted here on August 17. The correct answer is as follows:
6) Please confirm if a CVPC/PEX fire suppression would be sufficient or the USDA prefers schedule 10 or schedule 40 Victaulic black iron piping? Or provide a specification with minimum standards for Moore Airfield that must be met regarding fire suppression piping? It is typical for local building codes and state codes to be of a lesser standard than what a federal installation requires. The statement of work indicates in accordance state and local codes and standards only opening the door for a CVPC system to be priced.
The USDA prefers the use of Schedule 40 Victaulic black iron piping.
An amendment to postpone this solicitation indefinitely is posed below.
