About this file

This document is a Request for Information (RFI) and Response compilation for the installation of a wet pipe fire suppression system at Building 6418, Moore Air Base, Texas (Solicitation 12639526Q0210). The USDA issued eight RFIs addressing critical design and installation parameters, with responses clarifying contractor responsibilities and system requirements.

Key findings include: the USDA does not have as-built drawings with square footage and contractors must take their own measurements from the site walkthrough; the facility occupancy type is Industrial; the proposed riser and pump room location is shown in the "Birds Eye View" attachment but contractors may propose alternative locations; the USDA will provide minimal reasonable ancillary work such as selective acoustical tile removal and MEP relocation; design deliverables shall include only PE-stamped fire suppression shop drawings and material submittals with preliminary drawings at 30%, 60%, and 100% completion stages; CPVC piping is acceptable despite the facility's rodent concerns; contractors are fully responsible for the fire main connection to the building with the USDA providing existing utility prints showing the main line location (possible asphalt repair required); and no flow test data is currently available to determine jockey pump requirements. The new sprinkler system must be designed to connect to a future fire alarm panel replacement, though no monitoring is required at this time.

List of RFIs Statement of Work for Installation of Wet Pipe Fire Suppression Systems Solicitation 12639526Q0210

1) Can the USDA provide any as-built information of the facility outlining square footage, building occupancy type, and room layouts?

USDA does not have an as-built with square footage. The measurements should have been taken during the solicitation walk through. The occupancy type is (Industrial). Room layouts are attached.

2) Contractor also needs to know the use for each space for proper design and coverage.

Use of each space was covered during the solicitation walk through by program representatives.

3) If the space never had an existing system, please confirm on drawings where the fire riser and pump will be placed within the building.

The proposed Riser/Pump Room is in the “Birds Eye View” attachment, but it can be proposed to be installed/built in a different feasible area. Plan for it in your proposal.

4) Can the USDA confirm ancillary work that may be required due to installing a new fire suppression system such as ceilings removal, ceilings re-install, relocation of MEP items for proper space, etc. We can field verify but so that we may better coordinate our preconstruction efforts, a better understanding of what the installation may impact would be beneficial.

The USDA will assist with the minimal/reasonable ancillary work: Ex. To remove all acoustical ceiling when all is needed to remove are the acoustical tiles. MEP items will be relocated by the USDA within reason and feasibility.

5) Please confirm the design build deliverable for drawings and specs shall only include PE stamped fire suppression shop drawings and material submittals? Yes

a. Also, what is the expected deliverable on preliminary drawings (ie. 30%, 60% 95%, 100%)? 30, 60, 100

6) Please confirm if a CVPC/PEX fire suppression would be sufficient or the USDA prefers schedule 10 or schedule 40 Victaulic black iron piping? Or provide a specification with minimum standards for Moore Airfield that must be met regarding fire suppression piping? It is typical for local building codes and state codes to be of a lesser standard than what a federal installation requires. The statement of work indicates in accordance state and local codes and standards only opening the door for a CVPC system to be priced.

CPVC is acceptable. The facility has the potential for rodents.

7) Section 4.0 of the scope of work mentions starting the fire suppression system 1ft above finish floor while 4.1 of the specification notates design and installation of the underground fire line. Please advise if we are responsible for the fire main to the building. If we are responsible, can the USDA provide as built drawings of the existing utilities so that we may have a better understanding of tie in point, and if concrete/asphalt/landscaping repair will be required?

You are responsible for the fire main to the building. The “Birds Eye View” attachment shows where the main line passes in blue, prints are available. Possible asphalt repair. No Concrete or landscaping.

8) Does the USDA have any current flow test of the preferred main line to tap if a fire main is required so that the contract would be able to determine if a jockey pump is required?

No flow test available.
