About this opportunity

The Department of the Interior National Park Service Northeast Region seeks firm fixed-price quotes for fire suppression and fire alarm inspection, testing, and maintenance services at Fredericksburg & Spotsylvania National Military Park in Fredericksburg, Virginia, with quotes due August 28, 2026 at 3:00 PM Eastern Time. This is a 100% small business set-aside designated for Women-Owned Small Businesses under NAICS 561210.

Place of performance spans multiple park sites across Fredericksburg, Spotsylvania, and Orange, Virginia. The contract covers annual inspection, testing, and maintenance of fire suppression systems (conventional wet/dry pipe sprinkler systems and FM-220 clean agent systems) at approximately 5–8 buildings annually and annual inspection and testing of fire alarm systems at 17 park buildings. Work must comply with the International Fire Code, applicable NFPA standards, and NPS Reference Manual 58. Technicians must hold NICET Level 3 certification in water-based or special hazards systems inspection and testing, possess at least five years of relevant experience, be factory-trained and certified for applicable systems, and maintain current state and local licenses and permits.

The base contract period runs September 1, 2026 through August 31, 2027, with four optional one-year periods extending through August 31, 2031, all subject to funding availability. The contractor must submit inspection and testing schedules within 30 days of order receipt and detailed reports within 14 days of completion. Corrective repairs and defective component replacements identified during inspections are excluded from the firm fixed price and must be quoted separately. The contractor must maintain $200,000 per person / $500,000 per occurrence / $20,000 property damage liability insurance with the U.S. Government named as insured.

Evaluation uses a Lowest Price Technically Acceptable approach, assessing technical capability (approach, licensing, relevant experience, biobased products certification) and contractor compliance (active SAM registration, completed federal provisions) before price comparison. Contractor questions are due August 19, 2026 at 12:00 PM Eastern Time. Mandatory site visits are scheduled for August 3, 2026 at 10:00 AM and August 26, 2026 at 8:00 AM, both at 207 Freedom Court, Fredericksburg, VA 22408. Service Contract Act prevailing wage rates apply to Fredericksburg and Spotsylvania counties. All submissions must be emailed to Contracting Officer Deborah Coles at Deborah_Coles@ios.doi.gov with subject line "140P4226Q0038 FRSP FIRE SUPPRESSION"; faxed submissions will not be accepted.
