About this file

This is a Questions and Answers (Q&A) document for solicitation 140P4226Q0038, addressing clarifications regarding fire suppression and fire alarm inspection, testing, and maintenance services at Fredericksburg & Spotsylvania National Military Park in Fredericksburg, Virginia, issued by the Department of the Interior National Park Service Northeast Region.

The Q&A resolves key ambiguities in the solicitation: the annual inspection scope encompasses 17 fire alarm locations (not 16 as initially stated), and all quarterly and semi-annual inspection tasks shall be consolidated into a single annual inspection visit rather than performed separately throughout the year. Corrective repairs and defective component replacements identified during inspections are excluded from the firm-fixed-price Inspection, Testing, and Maintenance (ITM) contract line items and must be quoted separately. The government clarified that the Chancellorsville Visitor Center's fire suppression system is currently out of service with a new system scheduled for installation in FY28, though the alarm system remains operational and subject to the contract. The document indicates the contractor and government are scheduled for additional site visits on August 26, 2026, at 207 Freedom Court, Fredericksburg, VA, to gather comprehensive equipment inventory data, as current documentation is incomplete for most locations. The sole FM-220 clean-agent fire suppression system covered under the contract is located in the Curatorial Building. The government expressed preference for scheduling fire suppression inspections during the August-September timeframe and indicated that detailed manufacturer preventive maintenance requirements and complete equipment inventories will be provided or obtained during subsequent site assessments.

140P4226Q0038 FRSP Fire Suppression ITM Q & A

1. The solicitation states that annual fire alarm inspection and testing will be performed at 16 buildings per year; however, the Schedule of Services lists a quantity of 17 Each, and Section C.6 identifies 17 fire alarm inspection locations. Please clarify the number of fire alarm locations to be inspected and tested annually.

The solicitation should read 17 alarm inspections

2. Please provide the most recent fire alarm inspection/testing report and available equipment inventory for Old Salem Church.

We do not have a report as they have not been inspected.

3. Please provide the current fire alarm system/equipment inventory for each of the 17 fire alarm inspection locations, including manufacturer, model, system type, quantities of initiating and notification devices, control panels, annunciators, monitoring/communications equipment, and emergency/secondary power supplies. (i.e. the information currently provided for the Stonewall Jackson Death Site appears to identify only a DMP system. There are 7 other sites that only list DMPs)

We are unsure. We have scheduled another site visit for August 26, 2026, at 8:00AM Eastern Time. Meeting location is 207 Freedom Court, Fredericksburg, VA 22408.

4. Please clarify whether corrective repairs, replacement of defective components, and other corrective work identified during inspection/testing are included in the firm-fixed-price ITM CLINs or will be separately authorized and priced by the Government.

Any corrective repairs, replacement of defective components, or any other corrective work identified during the inspection, testing, and maintenance shall be quoted as repairs. They shall not be included in the ITM contract.

5. Please provide the available manufacturer preventive-maintenance requirements, manuals, or other applicable manufacturer information for the fire alarm and fire suppression equipment covered by this contract.

We do not have this information however; we have scheduled a second site visit.

6. The 2025 ITM report states that VSC personnel were instructed by NPS staff not to perform ITM at the Visitor Center, although the Visitor Center remained included in the report's Record of Discrepancies and Cost Estimate. Please clarify the current status of the Visitor Center and confirm the fire alarm and fire suppression inspection, testing, and maintenance requirements applicable to this contract.

VSC was instructed not to perform the ITM on the fire suppression system at the Chancellorsville Visitor Center due to the system being taken out of service. The current status is the visitor center has an alarm system and is scheduled to have a suppression system installed approximately FY28.

7. Please provide the Government's current inspection/testing schedule for the fire alarm systems, including the specific buildings planned for inspection during each contract year.

We would like to schedule the fire suppression systems to be inspected in the August – September timeframe.

8. Please provide the current fire suppression system/equipment inventory for each fire suppression location identified in Section C.6, including system type, manufacturer/model, number of systems/risers/zones, associated control valves, FDCs, backflow preventers, clean-agent systems, and other equipment subject to inspection, testing, and maintenance.

There isn’t an inventory list – a second site visit has been added.

9. Section C.8 states that "all quarterly and semi-annual inspections/tests shall also be performed during annual testing." Please clarify whether this requires the contractor to perform all quarterly and semi-annual inspection/testing tasks during the annual inspection visit, in addition to the annual inspection/testing requirements, regardless of when those tasks would otherwise be due.

All the inspections shall be done at one time annually.

10. Section C.4 identifies FM-220 clean-agent fire suppression systems as one of the systems that may be included under the contract. Please confirm the intended clean-agent system type and designation (FM-220) and identify the applicable systems/locations covered by this requirement.

The FM-220 is installed in the Curatorial Building, and it is the only one on this contract.
