About this opportunity

The United States Marine Corps seeks comprehensive inspection and service testing of fire hose and ground ladders at Marine Corps Base Quantico, with proposals due June 22, 2026. The procurement is set aside 100% for Small Business concerns and carries a women-owned small business (WOSB) requirement, with Amendment 0001 extending the deadline from June 17 and publishing Government responses to offerors' questions.

Place of performance is Fire & Emergency Services Station 33 at MCB Quantico, Quantico, Virginia. The contract is firm-fixed-price, structured as a 12-month base period plus four 12-month option periods, all commencing August 24, 2026. The scope comprises testing of 29,160 feet of fire hose (1-3/4" to 4" diameter) and approximately 785 feet of ground ladders across roughly 39 different styles. Fire hose testing applies minimum pressures of 300 psi for attack hose, 200 psi for supply hose, and 110% of maximum working pressure for booster hose. Ground ladder testing includes horizontal bending tests and hardware tests using calibrated equipment. All work must comply with NFPA 1962, NFPA 1932, NFPA 1930, MCB Quantico security protocols including DBIDS registration, and OSHA training requirements. The contractor must provide all personnel, materials, test equipment, calibration certificates (to NIST standards), and quality control; maintain a 90-calendar-day warranty of workmanship; and deliver individual hose and ladder reports plus a consolidated summary report in searchable digital format within ten days of final testing. Non-price factors—technical capability and past performance—are significantly more important than price. The NAICS code is 811310 with a size standard of $12.5 million. This is a new project with no incumbent; some hose requires initial testing as newly purchased equipment.
