About this file
This is a Questions and Answers document for a federal fire ladder and hose testing contract (M00264-26-Q-0092), clarifying requirements and scope for a new project.
The Government requires inspection and testing of 29,160 feet of fire hose (ranging from 1-3/4" to 4" diameter) and 785 feet of ground ladders (approximately 39 different styles including attic, roof, and extension ladders). Fire hose testing includes draining, drying, cleaning, and repacking on racks, reels, or apparatus in straight lines not exceeding 300 feet per test line. Ground ladder testing includes cleaning rails and rungs, and re-lubricating halyards and pawls as required by Original Equipment Manufacturer specifications, with return to apparatus or storage brackets as directed. Heat sensor label replacement will be performed per NFPA and/or manufacturer recommendations. All preventive maintenance tasks—including hose cleaning, rail and rung cleaning, and halyard and pawl lubrication—will be performed by the fire department at no cost to the Government; the contractor will only perform repairs necessary for ladders to pass testing, with those additional costs paid outside the contract. The inventory includes both previously tested equipment with available reports and newly purchased fire hose requiring initial testing. This is a brand-new project with no incumbent or recompete component.

Fire Ladder & Hose Testing (M00264-26-Q-0092) Questions & Answers are in Red
1. What is the total length of hoses to be tested. 29,160 feet
2. What is the total length of ground ladders to be tested. 785 feet
3. The RFQ asks to make heat sensor label replacement part of the annual test. This is typically charged on an as needed basis. They both expire and turn color is exposed to heat. By making the contractor responsible, you are adding an additional cost to the Government. Can you confirm is this is something you will require the contractor to do or is this something the Government wants to be informed of? We would like them to be replaced with NFPA and/or Manufacture recommendations.
4. There is a section below which details some items which are preventative maintenance and are typically completed by the fire department on a monthly or as needed basis. This includes cleaning hose, cleaning rails and rungs and lubricating halyards and pawls. Are you sure that you wish for the contracting to perform these items at an additional cost to the Government. This is what is being requested at the end of the testing procedures? All preventive maintenance will be performed by the fire department. We would only want them to make repairs that would require the ladders to be passed for testing. This extra cost will be paid outside of the contract.
