About this file

This is Standard Form 30 Amendment 0001 to Solicitation M00264-26-Q-0092 for Fire Hose and Ground Ladder Testing services, issued by the Commander, Marine Corps Installations Command (MCINCR-MCBQ) at Quantico, Virginia on June 15, 2026.

The amendment incorporates Government responses to prospective offerors' questions regarding fire hose and ground ladder testing requirements and extends the solicitation response deadline from June 17, 2026 at 0800 EST to June 22, 2026 at 0800 EST (Local Time). The scope of work involves testing and inspection services for 29,160 feet of fire hose (ranging from 1-3/4" to 4" diameter) and 785 feet of ground ladders (approximately 39 different styles including attic, roof, and extension ladders). For fire hose, contractors must drain, dry, clean as required, and repack on racks, reels, or apparatus as directed, with hoses laid out in straight lines not exceeding 300 feet per test line. For ground ladders, contractors must clean rails and rungs and re-lubricate halyards and pawls as required by OEM specifications before returning equipment to apparatus or storage brackets. The Government clarified that all preventive maintenance will be performed by the fire department, with contractors only responsible for repairs required to pass testing, and that heat sensor label replacements should follow NFPA and/or manufacturer recommendations. This is a new project with some fire hose requiring initial testing as newly purchased equipment, while prior annual testing reports exist for some but not all assets.

Fire Ladder & Hose Testing (M00264-26-Q-0092)

Questions & Answers are in Red

1. What is the total length of hoses to be tested. 29,160 feet

2. What is the total length of ground ladders to be tested. 785 feet

3. The RFQ asks to make heat sensor label replacement part of the annual test. This is typically charged on an as needed basis. They both expire and turn color is exposed to heat. By making the contractor responsible, you are adding an additional cost to the Government. Can you confirm is this is something you will require the contractor to do or is this something the Government wants to be informed of? We would like them to be replaced with NFPA and/or Manufacture recommendations.

4. There is a section below which details some items which are preventative maintenance and are typically completed by the fire department on a monthly or as needed basis. This includes cleaning hose, cleaning rails and rungs and lubricating halyards and pawls. Are you sure that you wish for the contracting to perform these items at an additional cost to the Government. This is what is being requested at the end of the testing procedures? All preventive maintenance will be performed by the fire department. We would only want them to make repairs that would require the ladders to be passed for testing. This extra cost will be paid outside of the contract.

Fire Hose

29,160 feet

Drain, dry, and clean as required. Repack on racks, reels, or apparatus as directed. Lay out in straight lines not exceeding 300 ft per test line.

Ground Ladders

785 feet

Clean rails and rungs. Re-lubricate halyards and pawls as required by OEM. Return to apparatus or storage brackets as directed.

5. Is there any incumbent/recompete or this is a brand-new project? New project.

6. Total number of fire hose sections requiring inspection and testing. We have 29,160 feet of fire hose.

7. Breakdown of hose sections by type, diameter, and length, if available. Hose from 1-3/4" to 4".

8. Total number of ground ladders requiring inspection and testing. 785 feet of ground ladders

9. Breakdown of ladders by type, material, and length, if available. Approximately 39 different style ground ladders from attic, roof, and extension ladders.

10. Whether a current inventory manifest or prior annual testing report can be provided for reference. We have reports of some, but not all completed testing. There will be some fire hose will be the initial first test because they have just been purchased.
