About this file
This is a Performance Work Statement (PWS) for comprehensive inspection and service testing of Government-owned fire hose and ground ladders at Marine Corps Base (MCB) Quantico Fire & Emergency Services, Station 33 in Quantico, Virginia. The Contractor shall provide all personnel, supervision, labor, materials, tools, test equipment, transportation, and quality control to perform inspections, service testing, documentation, and reporting in full compliance with NFPA 1962, NFPA 1932, NFPA 1930, MCO 11000.11, 46 CFR 107.257, OSHA 29 CFR 1910, and OEM specifications.
The work requires detailed pre-work coordination including a kickoff meeting with the Government Representative (GR), inventory reconciliation, and an approved testing schedule. Fire hose inspection shall evaluate jacket condition, coupling integrity, liner condition, and identification markings. Ground ladder inspection shall assess structural integrity, mechanical parts, heat sensors, and fiberglass condition. Fire hose service testing applies minimum pressures of 300 psi for attack hose, 200 psi for supply hose, 110% of maximum working pressure for booster hose, and 100 psi for marine/shipboard hose. Ground ladder testing includes horizontal bending tests and hardware/pompier tests using calibrated equipment, with pass/fail criteria based on NFPA allowances. Post-testing, the Contractor shall drain, dry, clean, and repack hoses; clean and re-lubricate ladders; and tag failed equipment with defect information and repair/replacement recommendations.
The Contractor shall provide all testing apparatus (hydrostatic test pumps, manifolds, pressure gauges calibrated to NIST standards, calibrated dead weights or load cells, replacement heat sensor labels, and safety equipment), with calibration certificates submitted prior to work commencement. Documentation requirements include individual hose and ladder records with specific data fields and a master summary report, all in searchable digital format (PDF and Excel). The contract period of performance is ninety (90) calendar days from the date of contract award, with normal work hours from 0800 to 1600, Monday through Friday, excluding Federal holidays. All work shall be performed on-site at Station 33, MCB Quantico, and must adhere to installation access protocols, DBIDS registration for all personnel, physical security regulations, and environmental compliance requirements including water discharge and spill containment management.
The Contractor shall ensure personnel are trained and experienced in NFPA 1962 and NFPA 1932 procedures, possess working familiarity with Marine Corps Fire & Emergency Services operations, are OSHA-trained in safety practices, and designate a Lead Technician responsible for on-site oversight and daily coordination with the GR. A Quality Control Plan and site-specific safety plan must be maintained and available for Government review. Deliverables include a security roster and qualifications document (due five days prior to work start), calibration certificates (prior to work start), failed asset lists (daily), individual hose/ladder reports (within ten days of final testing), and a summary report (within ten days of final testing). The Contractor warrants all workmanship for ninety (90) calendar days following final Government acceptance and shall re-perform any defective work or correct documentation at no additional cost.
