About this opportunity
The United States Marine Corps (USMC) is seeking a contractor to provide comprehensive firefighting and personal protective equipment (PPE) maintenance services for Marine Corps installations in California, specifically at Camp Pendleton, Marine Corps Logistics Base Barstow, and Marine Corps Air Station Miramar. The solicitation (RFP M0068125R0002) requires on-site inspection, testing, cleaning, certification, calibration, repair, and maintenance of firefighting equipment across 15 fire stations, with services including SCBA equipment flow testing, hydrostatic cylinder testing, air compressor maintenance, structural ensemble inspections, ladder testing, and maintenance of rescue tools and medical equipment. Technical capability and past performance will be significantly more important than price in the evaluation criteria, with contractors required to possess specific certifications such as Scott Air Pack, Bauer Factory Training, Hurst, Zoll, NFPA, and Stryker certifications. Proposals are due by 2:00 PM PST on January 22, 2025, with questions accepted until December 30, 2024 at 12:00 PM PST. Interested contractors must demonstrate expertise in equipment maintenance and compliance with detailed performance requirements.
The solicitation is set aside exclusively for small businesses under NAICS code 811310 with a size standard of $12.5 million. The contract structure includes a 12-month base period beginning January 15, 2025, with four 12-month option periods and a potential 6-month extension. While specific award values are not explicitly stated, the comprehensive service requirements span multiple locations with varying quantities of equipment testing and maintenance. At Camp Pendleton, for example, the contractor will perform services on 159 SCBA harnesses, 300 PPE ensembles, and conduct 26 annual pump tests, with proportionally smaller requirements at Barstow and Miramar. Wage determinations for San Diego and San Bernardino Counties establish minimum wage rates of $17.75 per hour under Executive Order 14026, with additional health and welfare benefits. The place of performance encompasses multiple Marine Corps installations in Southern California, with services to be delivered directly at each facility's fire and emergency services departments.
