The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is soliciting comprehensive fire alarm and fire suppression system inspection and testing services for the Amarillo Veterans Health Care System's Thomas E. Creek Medical Center in Amarillo, Texas. The contractor must provide monthly inspections of approximately 260 fire extinguishers, quarterly inspections of fire department connections and standpipes, semi-annual inspections of fire alarm and sprinkler systems, and annual inspections including fire pump flow testing and backflow preventer evaluations in compliance with Joint Commission and current NFPA standards. The contractor must be a Notifier-certified engineered system distributor and possess multiple Texas State fire alarm licenses (ACR, ACR-SS, APS, SCR, SCR-U, and RME), with all technicians required to hold minimum NICET Level II certification, Texas Department of Insurance Fire Alarm Technician licensure, and three years of experience in fire alarm and sprinkler inspections. Award will be made to the lowest-priced, technically acceptable offeror using a best-value evaluation approach that considers technical capability, price, and past performance. The original offer due date of March 12, 2026, has been extended to March 31, 2026, at 1:00 PM Central Time, with a mandatory site visit scheduled for March 4, 2026, at 10:00 AM Central Time, and questions due by March 5, 2026, at 1:00 PM Central Time.

This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with an estimated contract value of $25 million. The base contract period runs from July 1, 2026, through June 30, 2027, with four one-year option periods extending through June 30, 2031. The scope encompasses inspection and testing of fire protection systems across 29 total buildings and 22 outbuildings, including approximately 5,578 fire alarm devices on one Notifier 3030 fire alarm system, approximately 3,500 sprinkler heads, and 67 fire dampers and smoke dampers. The contractor must establish database management capabilities, provide secure internet-based datacenter access, and deliver comprehensive documentation in organized binders within fourteen business days of each inspection cycle. Work will be performed at the Thomas E. Creek Medical Center Engineering Department located at 6010 Amarillo Boulevard, Amarillo, Texas 79106, during regular business hours of 8:00 AM to 4:30 PM Central Standard Time, Monday through Friday, excluding federal holidays.
