About this opportunity

NASA's George C. Marshall Space Flight Center seeks engineering services and science capability augmentation support through a hybrid indefinite-delivery, indefinite-quantity contract with proposals due August 6, 2026. This is a full and open competition structured to issue cost-plus-award-fee, cost-plus-fixed-fee, and firm-fixed-price task and delivery orders.

Place of performance is Huntsville, Alabama (MSFC administrative site), with work performed at MSFC, Michoud Assembly Facility, Stennis Space Center, other NASA Centers, and contractor facilities as approved. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences, with a small business size standard of 1,300 employees. PSC R425 applies.

The contract spans a four-month phase-in period (January 18 to May 17, 2027) valued at $300,000 minimum to $600,000 maximum under firm-fixed-price terms, followed by a five-year base ordering period (May 18, 2027 to May 17, 2032) with a maximum value of $1,829,200,000, an optional three-year extension (May 18, 2032 to May 17, 2035) valued at $1,221,700,000, and an option to extend through November 17, 2035 valued at $196,700,000. Maximum potential contract value is $3,248,200,000. The contract encompasses two scope categories: skills augmentation (firm-fixed-price orders at $4 million annually for MSFC/SSC and $1 million for other centers) and end-item deliverables for MSFC. Contractor will provide personnel across aerosciences, avionics, electrical systems, flight software, materials research, operations, optics, propulsion systems, structural analysis, systems engineering, test design, and thermal/fluids engineering disciplines.

Amendment 00003 (July 6, 2026) incorporated firm-fixed-price capability under skills augmentation scope and reflected impacts of NASA's February 6, 2026, Workforce Directive reducing anticipated contract workload. Amendment 00004 (July 23, 2026) updated the pricing model and wage determinations. All four amendments (00001 through 00004) must be acknowledged via signed SF30 forms. Contracting Officer is Casey Hardy (casey.h.hardy@nasa.gov). Proposals must include acknowledgment of all amendments and provide a validity date of at least 365 days, submitted through NASA's Enterprise File Sharing and Sync Box (EFSS Box).
