TO: All Potential Offerors

SUBJECT:Request for Proposal (RFP), Solicitation No. 80MSFC26R0002, for
Engineering Services and Science Capability Augmentation (ESSCA) II

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center’s Engineering Services and Science Capability Augmentation (ESSCA) II solicitation. The principal purpose of this requirement is to provide engineering and science capability skills augmentation support and related services to MSFC, including the Michoud Assembly Facility (MAF), and Stennis Space Center. The contract will include the capability to provide limited skills augmentation support to NASA Headquarters and all other NASA Centers. The contract will also provide scope for MSFC end-item deliverable requirements.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), Exception 3 Guided Missiles and Space Vehicles, Their Propulsion Units and Propulsion Parts, and the small business size standard is 1,300 employees.

This competitive acquisition will result in a hybrid indefinite-delivery, indefinite-quantity (IDIQ) contract with the ability to issue cost-plus-award-fee (CPAF), cost-plus-fixed-fee (CPFF), and firm-fixed-price (FFP) orders. The contract consists of a four-month phase-in period, a five-year base ordering period, with an option for a three-year additional ordering period.

The anticipated contract award date is September 30, 2026, with phase-in anticipated to start within a month of award. The contract will be performed onsite at NASA MSFC (including Michoud Assembly Facility), Stennis Space Center, other NASA Centers, off-site at the Contractor’s facilities, and other locations designated by the Contracting Officer (CO) that may be specified in the Task Orders (TOs) and Delivery Orders (DOs).

Important Notice:

· NASA MSFC has worked to align the ESSCA II acquisition with all applicable regulatory changes issued through the Revolutionary FAR Overhaul (RFO). The model deviation text presented in the RFO may change as a result of formal and informal feedback prior to completion of the formal rulemaking process. The Government reserves the right to incorporate additional changes to this solicitation resulting from the RFO and related NASA FAR Supplement (NFS) updates in a subsequent amendment as soon as feasible or upon contract award. Please monitor SAM.gov for solicitation updates.

· Due to the timing of this solicitation release, some RFO-related changes will appear inconsistent through the solicitation. For example, various overhauled FAR parts, and their related NFS parts, have changed “shall” to “must”. Other RFO FAR parts, and their related NFS parts, have not implemented this change. For the purposes of this solicitation, Offerors should interpret “shall” and “must” to have the same meaning.

Potential Offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:

1. A Phase-in period will be conducted. The Phase-in period will be up to four months in duration and will be established on a separate FFP Contract Line-Item Number (CLIN).

2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government-Furnished Property (GFP) for off-site use at the Contractor’s facility as described in the RFP. Please note the Government anticipates providing office space/work area space for up to 1,150 seats on-site. If requirements for office space/work area space increase, additional on-site seats may be provided on a space available basis but are not guaranteed to be available.

3. NASA has determined that this acquisition may give rise to one or more potential organizational conflicts of interest (OCI). Offerors should refer to the clause in Section H, 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting. As identified in Section L provision, Prospective Contractor Responsibility and Eligibility Standards (OCT 2021), Offerors will be required to submit an Organizational Conflict of Interest (OCI) Plan with the proposal as an additional requirement for award eligibility. This solicitation includes NASA Clause 1852.237-72, Access to Sensitive Information, which references the Offeror’s OCI Plan as a contract compliance document.

4. The Government has extracted work from the ESSCA II scope that has historically been placed under ESSCA. The Government anticipates releasing a Sources Sought notice for requirements that will cover the full range of support for coupled loads analysis for Space Launch System (SLS) launch vehicle and select pieces of HLS. The separate contract will include the full range of ARTEMIS/MAESTRO support for SLS and ARTEMIS/MAESTRO subject matter expertise only for other programs and projects relying on that software. ESSCA II will retain coupled loads analysis support requirements for work other than the SLS launch vehicle and select pieces of HLS. ESSCA II will retain ARTEMIS/MAESTRO non-subject matter expert support.

5. Please note a Top Secret facility clearance is required with proposal for this acquisition. Offerors must provide their Commercial and Government Entity (CAGE) code for verification of current clearance status. Offerors must have these required clearance credentials at the time of proposal submittal. For proposals submitted as joint ventures, the joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work must have a facility clearance and must provide their CAGE code for verification of current clearance status.

6. Offerors are required to have a CAGE code that matches the corporate address submitted with its proposal.

7. Staffing profiles presented in the Excel Pricing Model are provided for proposal pricing purposes and should not be interpreted as workload indicators for the contract. ESSCA II contract orders will be placed based on requirements and available budget.

8. Disclosure of Artificial Intelligence (AI) Use During Contract Performance. Offerors are required to disclose any intent to propose, or plan to use, Artificial Intelligence (AI) to perform contract requirements.

9. NASA MSFC appreciates the questions and comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version.

a. 2026 01 30 80MSFC26R0002 Appendix A DRFP Questions and Responses (separate PDF) provides responses to questions asked during review of the Draft RFP. Though the Government assessed all questions submitted for potential impact to the final RFP, some questions may not be included in this list, and some questions were edited for the purposes of consolidation or clarity.

b. 2026 01 30 80MSFC26R0002 Appendix B DRFP to RFP Change Log (separate PDF) identifies some areas where significant changes or clarifications have been made from the Draft RFP to this final RFP that may not have been addressed in the Draft RFP questions and responses. This list is not intended to cover all changes in detail nor describe all RFP requirements. Offerors should carefully review the RFP in its entirety.

10. Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without negotiations.

11. Be advised, Offerors should encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date. See Attachment L-2, Past Performance Interview/Questionnaire, Past Performance Form Letter Example.

12. Please note that system updates may lag policy updates. NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) ENGINEERING SERVICES AND SCIENCE CAPABILITY AUGMENTATION (ESSCA) II

ATTACHMENT J-1

PERFORMANCE WORK STATEMENT

1.0 SCOPE

This Performance Work Statement (PWS) broadly defines the requirements for Engineering Services and Science Capability Augmentation (ESSCA) II provided to the Marshall Space Flight Center (MSFC) in Huntsville, Alabama; the Stennis Space Center (SSC) in Hancock County, Mississippi; and the Michoud Assembly Facility (MAF) in New Orleans, Louisiana, which is managed by MSFC. Throughout the entirety of the contract, all references to MSFC are inclusive of MAF. In addition, this contract may support NASA Centers including Armstrong Flight Research Center (AFRC), Ames Research Center (ARC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), National Aeronautics and Space Administration (NASA) Headquarters (HQ), Johnson Space Center (JSC), Kennedy Space Center (KSC), and Langley Research Center (LaRC).

The ESSCA II requirement is a follow-on to the ESSCA contract. Services and skills are to be provided across a broad spectrum of engineering and science disciplines and requested support will include, but not be limited to, research, design, development, analysis, testing, operations, and sustaining engineering.

The ESSCA II contract will provide engineers, scientists, and engineering technicians in support of MSFC and other Centers, as well as programs, projects, and other activities across the Agency, both present and future. The contract also provides scope for end-item deliverables. The contract includes support for facilitating partnerships and identifying new pursuits and opportunities that align with MSFC strategy. ESSCA II will also support reimbursable work for which MSFC, and other Centers, are responsible. This work can include support to the Department of Defense (DoD), other Government agencies, commercial industry, and academia.

The Contractor’s work is controlled by means of Task Orders (TOs) for skills augmentation support and Delivery Orders (DOs) for end-item deliverable requirements. The TOs range from general technical support within an organization, to specific tasks including, but not limited to, supporting flight hardware design reviews and leading independent review teams. The dynamic nature of the work required by this PWS demands significant flexibility in the allocation of engineering, science, and technical resources. DOs can vary widely from ready-to-use systems to end-item deliverables that include, but are not limited to: software, trade studies, support equipment, prototypes, flight hardware, electronic systems, mockups, test articles, training hardware, laboratory test equipment, tooling, manufacturing demonstration articles, and research instruments. The specific requirements for each end-item deliverable will be documented in a DO.

The sharing of technical resources across Center organizations is strongly encouraged. The Government will be responsible for ensuring work completed under each TO and DO is satisfactory. In most cases, the Contractor is expected to complete requested work with minimal guidance from the Government.

2.0 CONTRACT MANAGEMENT OPERATIONS AND CONTROL

2.1. Management

The Contractor must:

2.1.1. Provide all necessary management, data requirement descriptions (DRDs) (as required by Attachment J-2, Data Procurement Document [DPD]), and equipment and supplies, not otherwise provided by the Government, required to perform the engineering and science services and end-item deliverable support as defined in this PWS.

2.1.2. Account for costs associated with contract management operations (CMO) (e.g., program management, Automated Tools for Order Management Simplification (ATOMS) Suite of Tools, office space, accounting, and human resources) as indirect charges in accordance with the Contractor’s accounting approach and Cost Accounting Standards Board (CASB).

2.1.3. Provide all necessary personnel, training, travel, and materials as specifically described in TOs and DOs.

2.1.4. Comply with NASA, MSFC or other Center, as applicable, regulations, policies, clauses, directives, procedures, and standards when performing all work under this PWS. Other Centers will include Center specific regulations, policies, clauses, etc., as applicable, when requesting TO support under this contract.

2.1.5. Maintain a facility clearance through the life of the contract. The Government will complete the DD254 Form, Department of Defense Contract Security Classification Specification, and provide it to the Contractor in the limited cases where access to classified information is required.

2.1.6. Provide the planning, coordination, leadership, supervision, and surveillance of all activities necessary to assure disciplined performance of work and timely application of resources for the accomplishment of TOs and DOs issued under the contract.

2.1.7. Maintain communication with the Government initiator and alert the contracting officer’s representative (COR) and CO of any problems that would prevent meeting TO and DO requirements.

2.1.8. Report and document this work and fulfill the requirements of associated Data Requirement Descriptions (DRDs) as outlined in Attachment J-2, Data Procurement Document (DPD).

2.1.9. Integrate risk management into the overall performance of contract requirements.

2.1.10. Develop, submit, implement, and maintain a small business subcontracting plan in accordance with FAR 52.219-9, Small Business Subcontracting Plan, to provide small business concerns the maximum practical opportunity to receive a portion of subcontract awards.

2.1.11. Develop, submit, implement, and maintain a Small Business Engagement Plan in accordance with DRD 1839MA-005.

2.1.12. Prepare and submit a Re-Procurement Incumbent Compensation Data Package in accordance with DRD 1839MA-004.

2.1.13. Deliver all limited rights data (as defined in FAR 52.227-14) expected to be used in the performance of this contract within 30 days of award. For purposes of this contract, the term "developed" means that an item, component, or process exists and is workable. Thus, the item or component must have been constructed or the process practiced. Workability is generally established when the item, component, or process has been analyzed or tested sufficiently to demonstrate to reasonable people skilled in the applicable art that there is a high probability that it will operate as intended. Whether, how much, and what type of analysis or testing is required to establish workability depends on the nature of the item, component, or process, and the state of the art. To be considered “developed,” the item, component, or process need not be at the stage where it could be offered for sale or sold on the commercial market, nor must the item, component, or process be actually reduced to practice within the meaning of Title 35 of the United States Code.

2.2. Planning and Control

The Contractor must:

2.2.1. Establish, implement, and maintain technical competence and oversight of all work performed under this PWS.

2.2.2. Assure the technical excellence, cost control, and timeliness of all required work. Due to the dynamic nature of the work required by this PWS, significant flexibility in the allocation of engineering, science, and technical resources is required and sharing technical resources across Center organizations is strongly encouraged.

2.2.3. Provide necessary Human Resources (HR) functions such as recruiting, hiring, compensation administration, management of attrition, succession planning, resolution of performance and conduct issues, and other HR activities, required to provide a highly qualified workforce to perform the requirements of the TOs and DOs.

2.2.4. Be ultimately responsible for resolution of HR issues for all personnel working under the ESSCA II contract, including associated teammates and subcontractors.
