About this file
This document is an Appendix C summarizing significant changes made to the 80MSFC26R0002 solicitation between Amendment 00002 (posted February 27, 2026) and Amendment 00003 (posted July 6, 2026).
The amendment reflects updates to projected ESSCA II usage and the acquisition schedule. Key changes include: updated contract performance periods with Phase-In Period from January 18 to May 17, 2027; Base Ordering Period from May 18, 2027 to May 17, 2032; Optional Ordering Period from May 18, 2032 to May 17, 2035; and an Optional Ordering Period authorized by FAR 52.217-8 from May 18, 2035 to November 17, 2035. The Base Ordering Period Maximum Value increased to $1,829,200,000. Multiple Contract Line Item Numbers (CLINs) were added for Firm-Fixed-Price (FFP) skills augmentation orders and renumbered (CLINs 0003 through 0023). Cost-type task orders now include CPAF, CPFF, and FFP options, with corresponding CLIN restructuring for MSFC/SSC and Other Centers support. The contract includes options to transition CPAF skills augmentation support to CPFF upon sustained excellent performance. Administrative changes include updated point of contact information, revised proposal submission due dates to August 6, 2026, updated benchmark escalation rates, modified monetary wage-fringe benefits ranges, addition of FAR 52.222-90 addressing DEI discrimination by federal contractors (April 2026 deviation), and updates to various technical requirements, reporting procedures, and system specifications throughout the Performance Work Statement and supporting attachments.

(c) Skills Augmentation Support:
The contractor's work will be controlled by means of task orders (TOs) for skills augmentation support.
Specifically, the Government may award cost-plus-award-fee (CPAF) task orders to perform (1) MSFC and SSC CPAF Skills Augmentation support - CLINS 0002 and 0008, and (2) Other Centers Skills Augmentation support - CLINS 0005 and 0011.
The contract includes an option to transition the skills augmentation support requirements to cost-plus-fixed-fee (CPFF) in the event of consistent, highly excellent, contractor performance. See Section H special contract requirements. The Government may award CPFF TOs to perform (1) MSFC and SSC Skills Augmentation support - CLINS 0006, and 0012; and (2) Other Centers Skills Augmentation support
- CLINS 0007, and 0013. MSFC and SSC Skills Augmentation Support (CLINS 0002, 0008) will be governed via TOs issued and tracked via the ATOMS Suite and funded at the contract CLIN level. Other Centers Skills Augmentation support

APR 2026 (DEVIATION)
(a) Definitions. As used in this clause—
Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs;
educational opportunities; clubs;
associations; or similar opportunities that are sponsored or established by the contractor or subcontractor.
Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.
(b) In connection with the performance of work under this contract, the Contractor agrees as follows:
(1) The Contractor will not engage in any racially discriminatory DEI activities;
(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;
(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;
(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and
(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.

TOs will be placed via the ATOMS Suite to capture skills augmentation support. All mention of TOs includes the TO subtasks, and all TOs will have a minimum of one subtask. The TOs range from general technical discipline support for an organization to specific product-oriented tasks. These TOs require the Contractor to coordinate with the MSFC or other Center Departments, Laboratories, and Offices that exercise responsibility for the tasks and subtasks. The dynamic nature of the work required demands significant flexibility in the allocation of engineering, science, and technical resources.
DOs will be placed via the ATOMS Suite to capture end-item delivery requirements. DOs will have only one subtask which is necessary to accommodate funds tracking. Types of end item deliverables may include but are not limited to: concepts of operations; trade studies;
requirements definition; conceptual, preliminary, and final designs;
analyses; fabricated, manufactured, and assembled integrated hardware;
software code; training; and operating manuals.
