About this opportunity

The Naval Warfare Center Corona Division (NSWC Corona), part of the Department of the Navy Naval Sea Systems Command, is conducting market research to procure 32 Fiber Optic Measurement Systems through a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The systems will support the Measurement Science and Engineering Department's metrology, test, and monitoring capabilities, specifically replacing several discontinued Keysight products used to calibrate Optical Loss Test Sets and Optical Time Domain Reflectometers across Navy Calibration Laboratories. Interested vendors are required to submit a Capability Statement by March 13, 2025, to procurement specialist Taylor O'Neal, which must include company details, business size, estimated unit pricing, lead times, and commentary on the Statement of Work. The evaluation will focus on vendors' ability to meet technical specifications outlined in the Calibration Standard Specification (CSS 04-3008), which details precise requirements for laser sources, optical detectors, variable attenuators, and connector interfaces. Responses are voluntary and will be used solely for market research purposes, with no guarantee of contract award.

The pre-solicitation notice does not indicate any specific small business set-aside designations, leaving the procurement open to all qualified vendors. The estimated system specifications require components capable of operating with laser sources at 850nm, 1310nm, and 1550nm wavelengths, with specific technical requirements including power output ranges between +3 dBm and +13 dBm, optical detector uncertainties of 2.2-2.5%, and variable attenuators with 0-60 dB range and 0.001 dB resolution. While a precise award value is not specified, the procurement involves 32 complete measurement systems with a 5-year contract period. The systems must meet stringent operational parameters, including functioning within 15-30°C temperatures, operating on 109.25V to 126V AC power, and providing digital control interfaces like IEEE 488.2 GPIB and IEEE 802.3 Ethernet with LXI compatibility. Vendors must also provide comprehensive documentation, including operator/service manuals, calibration certificates, parts lists, and software documentation.
