About this file

This Statement of Work outlines requirements for procuring 32 Fiber Optic Measurement Systems via a 5-year IDIQ contract for Naval Air Systems Command (NAVAIR) and Naval Sea Systems Command (NAVSEA). The systems will support the Naval Surface Warfare Center (NSWC) Corona Division's Measurement Science and Engineering Department in performing metrology, test, and monitoring systems assessment for the NAVSEA Metrology and Calibration Program.

The systems will replace several discontinued Keysight products used to calibrate Optical Loss Test Sets and Optical Time Domain Reflectometers across Navy Calibration Laboratories. Key requirements include: providing operator/service manuals in print or electronic format, one-year minimum warranty after installation, calibration certificates traceable to NIST standards, repairable parts lists, software/firmware version descriptions, and software change request procedures for a 5-year period. Specific Keysight components being replaced include the 8164B light wave measurement system, 81657A and 81655AOPT03 laser sources, 81623B optical power head, 81618A interface module, and 81578A/81570A optical attenuators. No government furnished property or equipment will be provided. Deliverables include technical manuals, calibration certificates, parts lists, and software documentation per specified DIDs.
