About this opportunity
GSA Federal Acquisition Service is preparing to issue a Request for Quote as a competitive Section 8(a) Set-Aside for environmental services at four Air Force installations (Grand Forks AFB, Ellsworth AFB, Minot AFB, and Offutt AFB) under the OASIS+ Government-wide Acquisition Contract, Environmental Domain, with formal solicitation anticipated within thirty days of the May 13, 2026 Q&A response.
Place of performance spans four geographically separate installations across three states: Grand Forks AFB (North Dakota, 5,745 acres), Ellsworth AFB (South Dakota, 5,516 acres), Minot AFB (North Dakota, 5,090 acres), and Offutt AFB (Nebraska, 3,633 acres). The contractor shall furnish all personnel, services, equipment, tools, materials, vehicles, and supervision unless designated as government-furnished; no work is mission-essential.
The scope encompasses twelve environmental program areas including hazardous waste and materials management with EESOH-MIS tracking, air quality permitting and emissions inventory (Synthetic Minor at Ellsworth, True Minor at Grand Forks, Title V at Minot), water quality and stormwater management with NPDES permitting, cultural resources with archaeological surveys and tribal consultation, solid waste and recycling program management, environmental management systems, and petroleum/oil/lubricants storage tank management. Contractor personnel must hold professional qualifications: environmental scientists/engineers with four to fourteen years' experience depending on level, hazardous waste specialists with DOT HazMat certifications and commercial driver's licenses with "H" endorsement, and air quality personnel with three to seven years' experience.
The contract employs hybrid pricing: Firm-Fixed-Price for tasks and Time and Material for travel and miscellaneous engineering services. Period of performance runs six months (September 1, 2026 through February 28, 2027) plus four one-year option periods through February 28, 2031. Site visits occurred April 20–23, 2026, with slides and draft Performance Work Statement released for industry review. The government received written questions through May 4, 2026, with consolidated responses provided May 13, 2026. NAICS code is 541620; PSC is F999.
